About this opportunity

The City of Alexandria, Virginia is soliciting prequalification applications for construction of Old Town Pool, with applications due June 30, 2026. The project scope includes selective demolition, hazardous materials remediation, and new construction of an outdoor pool and bathhouse, with an estimated construction cost between $5 million and $10 million. Prequalification is a mandatory gate; the City anticipates advertising the construction bid in September 2026, with bid opening in November 2026 and award in December 2026, followed by construction commencing January 2027.

To qualify, applicants must be established full-time construction contractors with a minimum of five years of experience and be eligible to hold or currently hold a Virginia Class A Contractor's License. Applicants must demonstrate successful completion of at least two similar projects for governmental, institutional, or private owners, each with an original contract value of $5 million or more within the past seven years. References will be contacted to verify performance and business integrity; the City requires current contact information for references as of the application date, including dates of work, contract description, contract dollar amount, and point of contact details. References that are inaccurate, unreachable, or unresponsive will not be included in evaluation.

The prequalification statement requires disclosure of ten years of business history, Virginia Contractor's License information, and tax identification numbers. Applicants must disclose judgments related to construction contracts, substantial noncompliance with prior contract terms, failures to complete awarded work, defaults or partial defaults, pending legal proceedings within the past five years, criminal convictions related to construction or governmental contracting violations within ten years, current debarment status, and bankruptcy filings in the previous five years. Applicants must also document surety bonding capacity, average annual contract volume for the past five years, total work in progress, and any surety payments or insurance non-renewals in the previous five years. The City will evaluate applications based on applicant responsibility, adequate facilities, manpower, financial capacity, technical expertise, and relevant project experience. Applicants must report any substantial changes in financial condition, ownership, corporate structure, or personnel after submission. The City will provide written notification of qualification status within thirty calendar days of the application deadline.
