About this opportunity

Jefferson Parish Department of Fleet Management is requesting proposals for a pre-placed emergency contract to supply and deliver fuel during declared disasters from suppliers located outside Southern Louisiana, with proposals due July 24, 2026 at 3:30 p.m.

The scope requires delivery of ultra-low sulfur diesel and 87 octane unleaded reformulated gasoline to fifty fueling sites across the East Bank and West Bank service areas, including pump stations, water treatment plants, emergency operations centers, and correctional facilities. Proposers must respond to fuel orders placed by phone or email with delivery within forty-eight hours, including holidays and overnight deliveries. Proposers must demonstrate five years of operating experience as a fuel supplier in comparable emergency situations, possess adequate financial resources, and maintain commercial general liability insurance with minimum limits of $1 million per occurrence. Licensing requirements cannot be satisfied through subcontractors, though subcontractors may be utilized for other functions.

The contract term is three years, commencing January 10, 2027 and expiring January 9, 2030, with a two-year renewal option. Pricing is structured as the Platts Price Index for the applicable fuel type plus a fixed differential amount plus applicable state fuel taxes; the Parish is exempt from federal fuel taxes.

Technical proposals are weighted at 75% of the total evaluation score, covering scope of services, specific experience, financial profile, and responsiveness to the RFP, while price proposals constitute 25% of the total score. No proposal guarantee, performance bond, or fidelity bond is required. All proposals must include signed and notarized affidavits along with anti-lobbying and debarment certifications prior to award. The contract is potentially eligible for FEMA reimbursement. A pre-proposal conference will be held at a date to be announced. Written inquiries are due July 14, 2026.
