About this file
This is Addendum #2 to Request for Proposals No. 0517 issued by the Jefferson Parish Department of Purchasing on behalf of the Department of Fleet Management for a pre-placed emergency contract to provide fuel delivery during declared disasters from suppliers located outside Southern Louisiana. The solicitation requests proposals for delivery of ultra-low sulfur diesel and 87 octane unleaded reformulated gasoline to approximately 49 fueling sites across Jefferson Parish, with delivery capability required within 48 hours of order placement, including holidays and overnight service. The original RFP receipt date and due date for proposals is August 6, 2026, at 3:30 p.m. local time. The contract term is three years, commencing January 10, 2027, and expiring January 9, 2030, with a two-year renewal option available. Addendum #2, dated August 3, 2026, provides a revised signature page (Attachment "E") and clarifies key operational requirements through a question-and-answer section addressing pricing methodology, delivery logistics, and operational flexibility.
Pricing for fuel delivery is structured as an hourly emergency rate based on the Platts Price Index for the applicable fuel type plus a fixed differential amount, plus applicable state fuel taxes, with the Parish exempt from federal fuel taxes. The question-and-answer section clarifies that bidders should submit pricing as a fixed differential to be applied to the Platts index at time of delivery, that milk runs for multiple locations are acceptable if delivery is efficient, that carrier deliveries may be as low as 7,500 gallons instead of the 7,800-gallon specification, that the Parish will order fuel as-needed rather than maintaining full tanks, and that two mobile fuel stations are acceptable as an alternative to stationary tanks. Technical proposals are weighted at 75 percent of the evaluation score, while price proposals constitute 25 percent. Proposers must acknowledge receipt of all addenda by number on the signature page, and failure to sign the proposal will result in deemed non-responsiveness.

Questions & Answers:
Question #1: Do we need to provide pricing for each of the 49 sites, or will they all be billed at the hourly emergency rate?
Answer: Pricing is based on an hourly emergency rate.
Question #2: Can these site loads be pulled from the closest terminal to each location, or is there a preferred terminal you would like us to use?
Answer: The purpose of this contract is to provide fuel outside of our geographical area, in the case of our refineries not being accessible.
Question #3: For the ULSD #2 deliveries, most carriers haul a maximum of 7,500 gallons rather than 7,800 gallons. Would that be an issue?
Answer: No, that would not be an issue, as long as the fuel is received.
Question #4: Could you please clarify the pricing requirements? Should we submit our bid using the current Platts price plus our fixed differential, or should we bid only the fixed differential, with the Platts index being applied at the time of delivery?
Answer: Please refer to page 28 of the specifications, where this is clearly described and provided for “information purposes only.”
Question #5: Will milk runs be accepted for deliveries to multiple locations with smaller tanks, or is each site required to receive a dedicated delivery?
Answer: Yes, milk runs are acceptable; however, we require efficient delivery.

Question #6: Are the tanks at the 49 locations to be filled by the emergency fuel hourly trucks, or is Jefferson Parrish going to order fuel for the tanks as needed during the emergency?
Answer: The Parish will order fuel as- needed.
Question #7: We would like to use 2 mobile fuel stations instead of stationary tanks, would that be acceptable?
Answer: Yes, the use of two (2) mobile fuel stations would be acceptable.
