About this opportunity

The California Department of Corrections and Rehabilitation (CDCR), Office of Peace Officer Selection (OPOS), is seeking pre-employment psychological screening services for peace officer applicants across four geographic regions: Upper Northern, Northern, Central, and Southern California. The procurement involves contracting with licensed psychologists or psychiatrists to conduct comprehensive psychological interviews and evaluations of potential peace officers, in compliance with Government Code section 1031(f), Penal Code section 13601(a), and POST Commission Regulations. Qualified contractors must have a minimum of 5 years of experience in diagnosing and treating mental disorders and will be responsible for completing detailed psychological screening reports for each applicant. The Invitation for Bid (IFB) 6000001968 was posted on February 9, 2016, with a bid response deadline of March 23, 2016, at 2:00 PM, followed by a public bid opening on March 24, 2016, at 10:00 AM. The initial contract term is 24 months, from July 1, 2016, through June 30, 2018, with two optional one-year extensions available. Estimated annual interview volumes vary by region, with Upper Northern at 76 interviews, Northern at 1,330, Central at 1,178, and Southern at 1,216, including a 10% buffer for unanticipated interviews.

While there is no specific Disabled Veteran Business Enterprise (DVBE) requirement, the CDCR will provide a DVBE incentive of 1-5% for qualifying bidders. Contractors may bid on one or multiple regions but must complete all pricing items for each region bid. The contract allows for no-show fees charged at 50% of the psychological interview rate, and contractors can offer a discount of at least 0.5% (minimum $50) for invoices paid within 30 days, which may serve as a tiebreaker in evaluations. The CDCR reserves the right to augment the agreement amount by 25-100% of the total bid amount, and funding is subject to California State Budget Act appropriations. The rate sheet (Exhibit B-1) provides detailed pricing information, with rates that must include completed Pre-Employment Psychological Screening Reports. The estimated contract value is not explicitly stated, but bidders should be prepared for potential variations in interview volumes, as the quantities listed are estimates and not guaranteed by the state.
