About this opportunity
The City of Atlanta Department of Aviation is conducting a multi-step sealed bid procurement process to secure a qualified firm for Security Access Control System (SACS) Operation and Management at Hartsfield-Jackson Atlanta International Airport. The procurement will begin with a prequalification phase followed by an Invitation for Bid (IFB), with the prequalification notice due by March 24, 2026. The selected vendor will be responsible for comprehensive management of an integrated access control, alarm monitoring, and identification badging system serving over 103,075 active cardholders and supporting 1,434 doors and 2,616 controllers throughout the facility. Key deliverables and responsibilities include installation and replacement of network and security equipment, structured cabling, server and workstation monitoring, software maintenance and upgrades, database backup and restoration, preventive and corrective maintenance, inventory management, system performance analysis, and training and documentation services. The vendor must maintain a 99.99% system uptime for critical elements, provide on-site support during standard business hours (Monday-Friday 0600-1800 with planned expansion to Saturday-Sunday 0800-1600), and ensure 24/7 off-hour availability with service level agreements requiring 5-minute acknowledgment, 15-minute response, and 45-minute resolution during core business hours. Minimum qualifications require LENEL-certified technicians with factory training and expertise in Microsoft SQL databases, CCTV systems, project management, and large-scale airport infrastructure, with demonstrated technical expertise, operational capacity, staffing resources, response capability, past performance, and experience managing critical airport infrastructure. A Pre-Solicitation Conference will be held to provide additional details and address vendor questions.
The solicitation documents do not specify set-aside designations, disadvantaged enterprise requirements, or restrictions on organizational types eligible to respond. No incumbent vendor or current contractor information is identified in the available materials. The vendor must integrate with the airport's existing Identity Management System to ensure CFR 1542 compliance and prepare for upcoming biometric authentication, audio/video, and anti-piggybacking technology implementations. The contract includes a transition period of up to 30 days overlapping with the current contractor, with all associated costs included in the first-year fixed price proposal. The scope requires replacement of 30% of end-of-life devices annually and management of the Department of Aviation's Active Directory, along with provision of all labor, consumable materials, General Purpose Electronic Test Equipment, tools, and one-year warranties on new and refurbished equipment. Specific award values or budget ranges have not been disclosed in the pre-advertising notice; however, detailed cost information will likely be provided in the formal Invitation for Bid documentation.
