About this opportunity

The City of Atlanta Department of Transportation is issuing a pre-advertisement notice for design services on the SR 154 Memorial Drive Corridor improvements project, with a Request for Proposal due October 7, 2026, following a prequalification phase and a Pre-Solicitation Conference to be announced. A 25% Small Business Enterprise (SBE) participation goal applies; all SBEs listed on the Subcontractor Project Plan must be certified by or have a pending certification application with the City of Atlanta's Office of Contract Compliance prior to bid submission, and failure to submit required SBO documentation in full renders the bid non-responsive.

The scope involves preliminary design services for sidewalk expansion and improvements along State Route 154 between Connally Street and Grant Street in the rapidly evolving Memorial Drive corridor. Work includes connecting missing, broken, or damaged sidewalk segments; upgrading infrastructure to ADA standards where required; installing planting strips between new sidewalks and existing curbs at radius returns; and maintaining existing curbs where feasible. The project is located in GDOT District 7 and involves coordination between the City of Atlanta, Georgia Department of Transportation, and Fulton County. The preliminary design concept was approved in October 2022, and the Notice to Proceed is pending determination by the City of Atlanta Department of Transportation.

All bidders must submit a Covenant of Non-Discrimination, outreach documentation, and a completed Subcontractor Project Plan with their proposals. The dominant NAICS code is 541330 (Engineering Services). Insurance requirements include Workers' Compensation, Commercial General Liability ($1 million per occurrence / $2 million aggregate), Commercial Automobile Liability ($1 million combined single limit), Excess or Umbrella Liability ($2 million per occurrence), and Professional Liability Insurance ($1 million per occurrence and annual aggregate). All insurers must hold a Best's rating of A- or higher and Financial Size Category Class VII or higher, be authorized by the Georgia Insurance Commissioner, and name the City as certificate holder and additional insured.

Opportunity text

The City of Atlanta, on behalf of the Department of Transportation (DOT), will soon initiate a Multi-Step Sealed Bid process consisting of an initial prequalification phase followed by an Request for Proposal (RFP) to engage qualified contractors. The project scope includes expanding sidewalks along SR 154/Memorial Drive between Connally Street and Grant Street to reconnect missing, broken, or damaged sidewalk segments and upgrade facilities to ADA standards where required. Existing curbs will remain where feasible, and a planting strip will be installed between the new sidewalks and the existing curb at radius returns. This procurement aims to enhance pedestrian accessibility along a rapidly evolving corridor by improving sidewalk connectivity, upgrading ADA compliance, and reducing pedestrian crashes through the installation of planting strips. The City expects selected contractor(s) to deliver timely, coordinated, and high-quality services while minimizing disruption within the work area. Vendors with the capacity to provide dependable technical expertise, maintain adequate staffing, and support both planned and operationally sensitive work are encouraged to participate. A Pre Solicitation Conference will be announced and held to offer additional information about the upcoming solicitation, clarify the anticipated scope, and address vendor questions
