About this opportunity

The City of Atlanta Department of Corrections is conducting a pre-solicitation notice for comprehensive inmate professional health services at Atlanta City Detention Center, with a prequalification phase followed by a sealed-bid IFB process and a pre-solicitation conference to be noticed separately; the prequalification submission deadline is July 3, 2026.

The scope encompasses integrated medical, behavioral health, and emergency treatment services for a facility processing approximately 20,000 City Ordinance violators annually with an average daily population of about 100 detainees. Required services include medical intake screenings and chronic care management; mental health screening within 14 days of incarceration; suicide risk assessments; Prison Rape Elimination Act (PREA) follow-up reassessments within 14–30 days; twice-weekly psychiatric clinic coordination with Grady/Emory Psychiatric Medical Group; nursing and clinical staff services; onsite x-ray and radiology services; phlebotomy and electrocardiogram services; and crisis intervention. The contractor must provide staffing by licensed Nurse Practitioners, Registered Nurses, Licensed Practical/Vocational Nurses, Certified Nursing Assistants, and Certified Medical Assistants, all maintaining current Georgia licensure and certifications and completed facility security clearances. Operations must comply with American Correctional Association (ACA) standards and applicable state and federal laws. A designated Director of Nursing will oversee clinical operations and serve as primary liaison to facility management.

The contract term is five years with a three-year renewal option. Compensation is invoiced based on staffing hours by role, clinic sessions, and ancillary procedures per a rate table to be established. The contractor must submit monthly performance reports on intake volumes, timeliness metrics, training, incidents, and staffing coverage, plus quarterly Quality Assurance summaries covering chart reviews, incident reviews, medication audits, and infection-control checks. A kickoff meeting is required within ten business days of contract execution; if replacing an incumbent provider, the contractor must implement a transition plan to ensure continuity of care.
