This is a Revised Scope of Work (SOW) document for the City of Atlanta Department of Corrections outlining comprehensive inmate professional healthcare and psychological services at Atlanta City Detention Center (ACDC). The facility processes approximately 20,000 City Ordinance violators annually with an average daily population of about 100 detainees. The contract encompasses a five-year base term with a three-year renewal option and requires the contractor to provide integrated medical, behavioral health, and emergency treatment services delivered by licensed Nurse Practitioners, Registered Nurses, Licensed Practical/Vocational Nurses, Certified Nursing Assistants, and Certified Medical Assistants. Required services include psychological and behavioral health services with mental health screening within 14 days of incarceration, suicide risk assessments, Prison Rape Elimination Act (PREA) follow-up reassessments within 14-30 days, twice-weekly psychiatric clinic coordination with Grady/Emory Psychiatric Medical Group, nursing services encompassing intake medical screenings and chronic care support, mental health clinician services, onsite x-ray/radiology services, medical assistant support, and phlebotomy and electrocardiogram services. The contractor must establish adequate staffing levels across shifts, ensure all personnel maintain current Georgia licensure and certifications, complete facility security clearances, and adhere to American Correctional Association (ACA) standards and applicable state and federal laws.
The SOW establishes specific performance standards requiring mental health intake completion within 14 days of incarceration and PREA reassessments within 14-30 days, with psychiatric clinics operating twice weekly. The contractor must submit monthly performance reports detailing intake volumes, timeliness metrics, training delivered, incidents, and staffing coverage, along with quarterly Quality Assurance summaries covering chart reviews, incident reviews, medication audits, and infection-control checks. Compensation will be invoiced based on staffing hours by role, clinic sessions, and ancillary procedures per a rate table to be established in the contract, with payment terms following City of Atlanta procurement policy. The contractor must provide all necessary clinical equipment including x-ray and EKG devices, personal protective equipment, and maintain compliance documentation. A designated Director of Nursing will oversee nursing operations and serve as the primary clinical liaison to facility management, while contractor leadership must be available to facility administration for performance management. The contractor is required to conduct a kickoff meeting within ten business days of contract execution and, if replacing an incumbent provider, implement a transition plan to ensure continuity of care.
