About this opportunity
The City of Atlanta's Department of Watershed Management is conducting a multi-step sealed bid procurement process for Fencing Installation and Maintenance Services across 59 facilities totaling approximately 656.5 acres throughout Northeast, Northwest, Southeast, and Southwest Atlanta, including small sites and outfalls. This Invitation for Bid (IFB) comprises five distinct scope components: Component A (Installation of New Fences and Gates), Component B (Complete Care and Maintenance Repair Guarantee of Fences and Gates), Component C (Installation of New Gate Automators), Component D (Complete Care and Maintenance Repair Guarantee of Gate Automators), and Component E (24/7 Emergency Services with 24-hour response and resolution requirements). Qualified contractors must furnish all labor, equipment, tools, transportation, supervisors, and materials necessary for performance while maintaining compliance with City, County, and State regulations, federal health and safety laws, and OSHA requirements. Key personnel requirements include a full-time Fence Installation Manager with a minimum of seven years' supervisory experience in fence installation and gate automation, a Supervisor with five years' experience, Gate Installation Manager, and Laborers; all contractors must possess a valid Georgia General Contractor License, Georgia Contractor License, and certifications in Gate Automation and Installation. The contract duration is 36 months with an option for an additional 24-month renewal period, with hours of operation coinciding with City hours (6:00 A.M. to 6:00 P.M., Sunday through Saturday) unless otherwise specified. The prequalification phase deadline is May 28, 2026, with a mandatory pre-proposal conference and site tour required prior to submission; final proposals must be submitted to the Department of Procurement by 2:00 P.M. ET through the City's eProcurement system at ATLSuppliers.com. Pricing shall include all direct and indirect costs and will be reviewed and adjusted in accordance with the U.S. Bureau of Labor Statistics Consumer Price Index.
The solicitation documents do not specify any set-aside designations or restrictions limiting response to particular categories of organizations, disadvantaged enterprises, or minority-owned businesses; no incumbent vendors or current contractors are identified in the available materials. No specific budget range or contract award value is disclosed in the pre-advertisement notice or scope of work documentation. The City reserves the right to award to multiple contractors and may request additional fencing and gate automation projects at its discretion, indicating flexibility in contractor selection and potential for expanded work scope beyond the initial five components. Interested vendors should prepare comprehensive proposals demonstrating their qualifications, experience, and capacity to perform all required services across the multiple facilities and scope components specified in the IFB.
