About this opportunity

The City of Atlanta Department of Watershed Management is soliciting bids for color video pipeline inspection and water/sewer cleaning equipment, systems, repairs, maintenance, software, and related training through an Invitation for Bid process with a question due date of October 30, 2026 and a pre-solicitation conference to be noticed separately.

The scope encompasses eight equipment and service groups: color video pipeline inspection systems, lateral launch systems, push camera inspection systems, custom-built chassis and vehicle configurations, chassis-mounted sewer combination equipment, repair services and parts, preventive maintenance and warranty support, and PipeLogix software licensing and technical support. All equipment must be currently in production manufacturer's standard models. Bidders must supply 90 percent of required parts within 24 hours and the remaining 10 percent within 72 hours, deliver stock equipment within 14 business days or face a five percent daily late-delivery penalty, and provide comprehensive installation, training, maintenance, and repair capabilities with a fully functional machine shop and field service equipment. Training includes minimum four hours of pre-startup classroom instruction completed at least 14 days before startup and post-startup training within seven days of startup completion. Warranty coverage must extend one year from delivery with prompt replacement of damaged items.

No mandatory diversity program applies because the project value falls below the $100,000 threshold; however, the City actively encourages statements of intent regarding small business owned, emerging business owned, disadvantaged business enterprise, and airport concession disadvantaged business enterprise participation. Bidders must meet or beat store, municipal, state, and federal pricing and submit annual itemized purchase reports to the Chief Procurement Officer within 15 days of each contract anniversary.

Insurance requirements include Workers' Compensation at statutory limits with minimum $1,000,000 bodily injury coverage, Commercial General Liability of $1,000,000 per occurrence/$2,000,000 aggregate, Commercial Automobile Liability of $1,000,000 combined single limit, and Builders Risk/Installation Floater equal to 100 percent of contract value. The City reserves the right to make multiple awards to responsive and responsible vendors.
