About this opportunity

The City of Atlanta, through the Atlanta Police Department's Code Enforcement Section, is conducting a multi-step sealed bid procurement process to contract qualified vendors for citywide clean and close services. The procurement encompasses nuisance property cleanup, debris removal, securing unsafe structures, salvage reconciliation, and regulatory compliance documentation for approximately 200 structures over the next five years, with work performed on an as-needed basis Monday through Friday between 8:00 a.m. and 6:00 p.m. Interested contractors must demonstrate a minimum of three consecutive years of recent clean and close services experience, including debris removal, property securing, and nuisance abatement; provide five professional references and three years of financial statements; maintain sufficient staffing and fully owned equipment with no rentals; and comply with all applicable City of Atlanta codes, environmental regulations, EPA requirements, hauling and disposal regulations, and state law regarding salvage of reusable materials. Deliverables include removal of interior and exterior trash, debris, and overgrowth; erosion control measures; property stabilization; proper legal disposal of all materials at approved landfills; all required permitting; and submission of invoices with supporting documentation including dumping receipts. The procurement process will include a pre-solicitation conference to address questions, followed by an Invitation for Bid; the pre-advertisement notice was posted April 2, 2026, with a May 15, 2026 deadline for responses.

This procurement is designated as a Small Business Opportunity project requiring a Joint Venture Agreement with at least one Small Business Enterprise firm at the prime level, with a 35 percent SBE participation goal across the dominant NAICS codes of Specialized Freight Trucking, Local (484220) and Landscaping Services (562730). All bidders must submit completed Small Business Opportunity compliance documentation including a Covenant of Non-Discrimination, Subcontractor Contact Form, and Subcontractor Project Plan to be considered responsive, and failure to submit complete and timely forms will result in bid rejection. The project is valued at five million dollars or greater, and compensation under the contract will be provided on a per-property unit price basis as detailed in the Cost Proposal Schedule, with contractors responsible for all dumping fees and initial permitting costs, though permitting fee reimbursement is available. Contractors must maintain comprehensive insurance coverage including Workers' Compensation at statutory limits, Commercial General Liability of not less than $1,000,000 per occurrence/$2,000,000 aggregate, Commercial Automobile Liability of not less than $2,000,000 combined single limit, and Excess or Umbrella Liability Insurance of not less than $3,000,000 per occurrence, with all carriers maintaining a Best's rating of A- or higher. Upon contract award, the successful bidder must submit monthly SBE participation reports and maintain the approved subcontractor utilization plan throughout the contract term without modification unless written approval from the Office of Contract Compliance Director is obtained.
