About this opportunity
The City of Atlanta, on behalf of the Atlanta Department of Transportation, is soliciting qualified contractors to provide security services and event support for the Atlanta Streets Alive open-streets event series through a multi-step competitive sealed bidding process with a qualification phase followed by an Invitation for Bid, with a pre-advertisement notice due June 30, 2026. A 25% Small Business Enterprise participation goal applies; all bidders must submit SBO compliance documentation including subcontractor contact forms, utilization plans, and letters of intent from proposed subcontractors, or their bids will be declared non-responsive.
The scope requires a POST-certified Security Coordinator to develop event-specific security plans 60 days in advance, serve as liaison among ATLDOT, Atlanta Police Department, Department of Public Works, Fire/EMS, and the Mayor's Office of Special Events, and manage officer deployment, intersection control, street closures and reopenings, parking enforcement coordination, incident response, and post-event reporting. The contractor must coordinate POST-certified off-duty law enforcement officers for traffic control and parking enforcement; private security may be used only if documented attempts to retain certified officers fail and the Chief of Police approves. Recurring events occur on seven to eight monthly Sundays from 12:00 PM to 7:00 PM on 1–4 mile street routes with estimated attendance up to 9,999. Staffing ranges from a minimum of five to a maximum of eight events annually. The contractor must provide and maintain mobility equipment such as golf carts or gators and submit daily work completion reports during or immediately after each event and comprehensive post-event reports within seven days.
The contract term is three years with two one-year renewal options. Vendors must demonstrate prior experience providing security coordination, traffic control support, and incident response services for public events of similar size, scope, and complexity. A pre-solicitation conference will be noticed to provide additional details. The scope of work document does not identify contract value, incumbent, or pricing terms.
