About this opportunity
The City of Atlanta's Department of City Planning, on behalf of the Atlanta Regional Commission (ARC), is conducting a competitive two-phase procurement for a consultant to prepare an implementation-ready Livable Centers Initiative (LCI) Study for the Ashby MARTA Station area located in Atlanta and Fulton County, Georgia. The procurement will begin with an initial prequalification phase during which interested vendors must submit documentation demonstrating their firms' experience, technical capability, ability to meet schedules, management capacity, and past performance on similar contracts, followed by a Request for Proposal (RFP). The consultant will be responsible for four primary tasks: conducting an existing conditions assessment analyzing physical, safety, and policy conditions; executing a comprehensive community involvement process including a Project Management Team, Study Advisory Groups, and minimum three community engagement activities; preparing an Action Plan with capital project priorities, urban design concepts, safety enhancements, pedestrian and bicycle infrastructure, wayfinding, placemaking, and green infrastructure recommendations; and compiling final study documents including PDF reports with appendices, supporting graphics, GIS data files, and electronic materials in original formats. Key dates include study completion by July 2027 and final invoice and documents due by October 31, 2027, with a Pre-Solicitation Conference to be announced to provide additional details and answer questions. Prospective bidders must demonstrate experience delivering community-supported action plans that address transportation safety, multimodal access, equitable mobility, and public realm improvements within transit-oriented areas, with the study encompassing a quarter-mile radius around the Ashby MARTA Station. The project posting date was April 24, 2026, with a prequalification response deadline of May 27, 2026.
This procurement includes mandatory small business and diversity requirements, with bidders required to achieve a 35.00% Small Business Enterprise (SBE) participation goal as established by the City of Atlanta's Office of Contract Compliance. All bidders, without exception including SBE prime contractors, must submit a Covenant of Non-Discrimination (Form SBO-1), Subcontractor Contact Form (Form SBO-2), and Subcontractor Project Plan (Form SBO-3) with their bids, and failure to timely submit these fully completed forms will result in the bid being deemed non-responsive. The dominant NAICS codes for this project are 541330 (Engineering Services), 541620 (Environmental Consulting Services), 54310 (Architectural Services), and 541611 (Administrative Management Services). Upon contract award, the successful bidder must submit monthly SBO participation reports and a Contract Employment Report demonstrating compliance with EEO workforce demographics goals, with firms not meeting these goals required to submit an affirmative action plan. The total contract value is $250,000, comprised of $200,000 in federal Surface Transportation Block Grant funding from ARC (80 percent) and $50,000 in local match funds required from the City of Atlanta (20 percent), with task-specific budget allocations of $50,000 for Existing Conditions Assessment, $70,000 for Community Involvement, $100,000 for Action Plan development, and $30,000 for Final Project Deliverables. All consultant contracts must comply with federal regulations under 2 CFR Part 200, maintain insurance coverage including Workers' Compensation at statutory limits, Commercial General Liability of not less than $1,000,000 per occurrence with a $2,000,000 aggregate, and Commercial Automobile Liability of not less than $1,000,000 combined single limit, with the City named as Additional Insured on all policies except workers' compensation and professional liability.
