Proposers must hold a valid Class A, C12, or C34 California contractor's license, be registered with the California Department of Industrial Relations per Senate Bill 854, and have at least three years of experience providing similar potholing services.

The scope covers vacuum soil extraction, ground penetrating radar, and non-destructive utility location methods to identify water, sewer, gas, telephone, fiber optic, and communication facilities along a 1.4-mile storm drain corridor across Mountain Avenue, Walnut Avenue, Cypress Avenue, and Philadelphia Street. The work encompasses 47 designated pothole locations with up to six additional potholes possible within 60 days of contract award. Deliverables include pavement removal and repair, accurate horizontal and vertical measurements, damaged utility notification, and comprehensive reporting with photos and AutoCAD drawings.

The contract period runs one year from August 24, 2026 through August 24, 2027. Funding is provided through the Federal Emergency Management Agency Hazard Mitigation Grant Program and local cost share. Pricing shall be submitted on Attachment E (Fee Proposal Sheet) as a separate upload and must include all transportation, lodging, and per diem costs; the District will not guarantee minimum work volume or compensation beyond the per-pothole unit cost structure. California prevailing wage rates apply.

Evaluation weights qualifications and experience at 35 percent, technical review at 50 percent, and references at 15 percent. Questions are due July 20, 2026 at 12:00 PM local time. All proposals must be submitted electronically through the County Electronic Procurement Network (ePro); hard copy submissions will not be accepted. Contract award is anticipated in August 2026.
