About this opportunity

The Louisville Regional Airport Authority is requesting bids on potassium acetate–based deicer fluid for Louisville Muhammad Ali International Airport and Bowman Field Airport under IFB-002-27, with bids due August 19, 2026 at 2:00 p.m. EST. Qualified bidders must demonstrate a minimum of five years of experience providing similar fluids and comply with FAA specification SAE AMS 1435 for Liquid Runway Deicing/Anti-icing Product — the primary eligibility and capability filter.

The scope covers bulk delivery of potassium acetate–based deicer for snow, frost, and ice removal on aircraft maneuvering areas including aprons, runways, and taxiways. The Authority maintains three above-ground tanks with combined capacities of approximately 96,770 gallons. Standard delivery lead time is two business days; emergency delivery is available within four hours when requested. Historical usage data shows annual consumption of approximately 29,000 to 60,800 gallons, though no guaranteed purchase volumes or annual maximums are specified. Bidders must meet detailed fluid specifications including environmental testing, physical property standards, aircraft metal compatibility testing, and runway concrete scaling resistance.

The contract term is two years with the possibility of two additional one-year renewal periods by mutual consent. Pricing shall be submitted as a unit price per gallon for Years 1 through 4. Successful bidders must furnish a $100,000 Performance Bond before agreement commencement and maintain $2,000,000 in public liability and automobile liability insurance. A $10,000 Bank Letter of Credit or Bid Bond is required with the bid.

The Authority anticipates notice of award within thirty calendar days of the bid due date. The successful bidder has fourteen calendar days to execute the agreement. Questions were due August 10, 2026 at 12:00 p.m. EST. Bid documents are available at www.flylouisvillebids.com. Contact T'airra Bridgewaters for questions.
