The contract time is set at sixty (60) working days, with work expected to commence around July 1, 2024, excluding a winter shutdown period from November 15th through April 1st. Contractors will be subject to liquidated damages of $500 per consecutive calendar day beyond the completion date, with normal working hours defined as 7:00 a.m. to 7:00 p.m. on weekdays.

The project is funded through the American Rescue Plan Act (ARPA) and requires compliance with federal labor standards, including Davis-Bacon wage requirements and OSHA 10-hour construction safety training for employees. Bidders must provide proof of compliance with state regulations and meet specific certification requirements, including Connecticut Department of Transportation (ConnDOT) DBE certification. While the exact award value is not explicitly stated, the project involves replacing 632 streetlight luminaires and includes provisions for traffic maintenance.
