About this opportunity
The City of Indianapolis and Marion County Purchasing Division is issuing an Invitation to Bid (ITB) for portable restrooms and wash stations to serve all city agencies. The procurement seeks qualified vendors to provide Standard Portable Restrooms, ADA-accessible Portable Restrooms, and Portable Handwashing Stations, with the selected contractor required to maintain a minimum inventory of 75 portable restrooms at any given time, of which 75 percent must be ADA-compliant. Deliverables and services include cleaning services at frequencies ranging from weekly to monthly, unit relocation as needed, emergency request response capability, and support for special events. The contractor must establish one point of contact for business hours (7:00 AM to 5:00 PM) and maintain separate after-hours emergency contact availability. All pricing must be submitted in U.S. dollars with delivery and shipping costs included in unit prices, with no separate freight charges permitted. The contract will have an initial three-year term from execution, with renewal options available by mutual agreement for terms not to exceed the original contract length. Questions must be submitted by February 3, 2026 at 12:00 PM, and sealed bids are due February 12, 2026 by 10:00 AM. No bidders' conference or mandatory site visit is specified. The evaluation criteria include price competitiveness, compliance with U.S. manufacturing preferences, proof of adequate insurance coverage, and acknowledgment of all addenda.
Respondents must demonstrate compliance with minority business enterprise (MBE) and women business enterprise (WBE) participation requirements of 15 percent and 8 percent respectively, as well as veteran business enterprise (VBE) and disability-owned business enterprise (DOBE) participation goals of 3 percent and 1 percent, or demonstrate documented good faith efforts toward achieving these targets. All contractors must enroll in the E-Verify program for employment verification and comply with post-employment restrictions for former city or county employees. The current incumbent contractor is United Rental North America, Inc. d/b/a Reliable Onsite Services (Contract Number 20670). The contractor must maintain Commercial General Liability, Auto Liability, and Product Liability-Completed Operations insurance of at least $1,000,000, along with statutory workers' compensation coverage. Pricing shall remain firm for the first contract year, with escalation capped at 5 percent annually thereafter only when supported by documented cost increases. The City does not guarantee minimum or maximum purchase quantities and reserves the right to award to one or more vendors, reject all bids, or terminate the agreement for default, convenience, or lack of funding with ten calendar days' written notice. No bid or performance bonds are required.
