Prior to award, the contractor and all examiners must pass an extensive background examination, including a polygraph examination and psychological screening.

Pricing is submitted on a per-examination unit-price basis with all examination-related expenses included. The contract term is five years commencing upon execution, with firm pricing for the initial one year and Consumer Price Index escalation/de-escalation thereafter, capped at 4 percent. This is a requirements contract with orders issued on an as-needed basis; no estimated quantities are specified.
