About this opportunity

The City of Meriden, Connecticut is requesting sealed bids for the purchase and up-fitting of seven Ford Interceptor Utility Model all-wheel-drive police vehicles (four patrol, two supervisor, one administrative) with bids due July 29, 2026 at 11:00 a.m. Questions are due July 15, 2026 at 4:00 p.m. Submissions must be made through the City eProcurement Portal at https://procurement.opencov.com/portal/meridenct.

The scope includes vehicle purchase with standard equipment and optional features (lighting, warning systems from Whelen and Havis, graphics, console assemblies, and storage systems), plus complete up-fitting with mounting and wiring of customer-supplied two-way radios, camera systems, modems, e-ticket printers, and installation of a two-hour timed shut-off through a core controller to the docking station and camera system.

Each bid must be accompanied by a bid bond equal to ten percent of the total bid amount. The successful bidder will provide a Performance Bond and Labor and Material Payment Bond each equal to one hundred percent of the contract price with a corporate surety approved by the City. Bids must remain open for sixty days from the bid opening date; no bidder may withdraw within this period. The City is exempt from federal excise taxes and Connecticut sales and use taxes, which should not be included in bid pricing.

Award determination will be based on the purchasing officer's assessment of which bid best meets specifications and serves the City's interests. Tie-breaking criteria favor incumbents, Connecticut-based bidders, and bidders with multiple awards from the same bid. The contract is subject to Build America Buy America Act requirements regarding domestic content. The agreement will be executed via Purchase Order with no separate agreement required.
