The City of Meriden seeks bids for the purchase and up-fitting of seven Ford Interceptor Utility Model (AWD) vehicles, consisting of four patrol vehicles, two supervisor vehicles, and one administrative vehicle. The up-fitting scope includes mounting and wiring of customer-supplied two-way radios, camera systems, modems, e-ticket printers, and installation of a two-hour timed shut-off through a core controller to the docking station and camera system. The ITB was released on July 1, 2026, with a question submission deadline of July 15, 2026 at 4:00 p.m. and a response deadline of July 29, 2026 at 11:00 a.m. All electronic submissions must be made through the City eProcurement Portal at https://procurement.opencov.com/portal/meridenct. Bids must remain open for sixty days from the bid opening date, and no bidder may withdraw its bid within this period.

The pricing proposal includes line items for the base vehicles with standard equipment and optional features such as lighting systems, warning equipment from manufacturers including Whelen and Havis, graphics packages, console assemblies, storage systems, and other miscellaneous components. Each bid must be accompanied by a bid bond equal to ten percent of the total bid amount, and the successful bidder will be required to provide a Performance Bond and Labor and Material Payment Bond equal to one hundred percent of the contract price with a corporate surety approved by the City. The City of Meriden is exempt from federal excise taxes and Connecticut sales and use taxes, which should not be included in bid pricing. The agreement will be executed via Purchase Order with no separate agreement required. Award decisions will be based on the purchasing officer's determination of which bid best meets specifications and serves the City's interests, with tie-breaking criteria favoring incumbents, Connecticut-based bidders, and bidders with multiple awards from the same bid. The contract is subject to the Build America Buy America Act requirements regarding domestic content for infrastructure projects.
