About this opportunity

The City of Newark, New Jersey, is seeking to procure twelve (12) new police motorcycles through a re-bid process (Invitation to Bid #2025-67) specifically targeting 2025 Harley-Davidson Road King motorcycles or equivalent models. The procurement is designed for the Newark Police Department and requires purpose-built motorcycles fully equipped for urban and highway law enforcement operations. Detailed specifications mandate a V-Twin engine of at least 1690cc, minimum 90 horsepower, full LED emergency lighting, a 100-watt siren, and comprehensive accessories including lockable saddlebags and rear storage. Vendors must provide all-inclusive pricing covering labor, materials, transportation, and delivery, with firm fixed pricing required for at least 90 days. The bid submission deadline is August 29, 2025, at 10:15 am, with electronic submissions only accepted through the city's e-Procurement Portal (ProcureNow), and questions were required to be submitted by August 22, 2025. Motorcycles must comply with Federal Motor Vehicle Safety Standards, EPA emissions standards, and New Jersey Motor Vehicle Commission regulations, and must include a minimum two-year, unlimited mileage warranty.

The bid opportunity appears to be open to all qualified vendors, with no specific set-aside designations explicitly mentioned. Bidders must complete comprehensive compliance documentation, including Mandatory Equal Employment Opportunity Language, Americans with Disabilities Act compliance, Statement of Ownership Disclosure, and Political Contribution Disclosure Form. While specific budget ranges are not detailed, the procurement involves twelve motorcycles with extensive equipment requirements. Vendors must demonstrate capability to meet stringent technical specifications, including providing purpose-built police motorcycles with advanced features like keyless ignition, heated hand grips, integrated emergency lighting controls, and corrosion-resistant finishes. The procurement process includes rigorous vendor qualification requirements, with warnings that incomplete or false information can result in bid rejection, contract termination, and potential debarment from future city contracts. Optional pricing for extended warranties and additional accessories is permitted, providing flexibility in vendor proposals.
