About this opportunity

The City of Warwick, Rhode Island, located in Kent County, is soliciting bids for Police Motorcycle Repairs (Bid2026-238) to support the Warwick Police Department's motorcycle fleet. The procurement seeks a qualified vendor to provide comprehensive repair and maintenance services for Harley Davidson Electra Glide Model FLHTP motorcycles from model years 2011 through 2023. Required services encompass a broad range of mechanical and technical repairs, including engine work, transmission repairs, primary drive maintenance, brake and clutch services, electrical system maintenance, suspension and steering assembly repairs, fuel and cooling system services, and scheduled maintenance. All repairs must be performed exclusively by Harley Davidson Factory Trained Technicians using Genuine Motor Parts (OEM parts). The bid requires vendors to submit detailed pricing for labor rates, which must include overhead costs such as motorcycle transportation, estimate preparation, and shop supplies. Bids are due by 11:00 AM on Wednesday, October 15, 2025, with a public bid opening on the same day. The contract term is set for one year, from December 13, 2025, through December 12, 2026, with a potential one-year extension contingent upon mutual agreement.

The procurement does not specify explicit set-aside designations or restrictions for disadvantaged enterprises. The City of Warwick reserves the right to award the contract to the lowest responsive bidder and may consult alternative purchasing consortiums, including RI State MPA, NASPO, MHEC, Sourcewell, OMNIA Partners, and GBPC for comparative contract pricing. While specific budget ranges are not explicitly detailed, the bid includes line items for RI State Inspection, labor rates, police motorcycle loaner services, and pick-up/delivery services, suggesting a comprehensive and potentially significant contract value. The solicitation requires vendors to provide a structured pricing approach, including hourly labor rates and specific service costs. Potential bidders should be prepared to demonstrate comprehensive Harley Davidson motorcycle repair capabilities, factory training credentials, and the ability to maintain and service a municipal police motorcycle fleet with high-performance maintenance standards.
