About this opportunity

The City of Edinburg, Texas is requesting quotations for police and fire entry-level and promotional examination development, study guides, and answer keys under IRFQ 2026-0003, with responses due August 12, 2026 at 3:00 pm and questions due August 7, 2026 at 3:00 pm. The City reserves the right to award contracts to multiple vendors on a low-bid-per-item basis. A local-vendor preference applies to businesses within Edinburg whose bids fall within five percent of the lowest bid price under Texas Local Government Code Section 271.9051.

The scope covers entry-level and promotional examinations for the Police Department (195 civil service employees across four ranks) and Fire Department (85 civil service employees across six ranks), with approximately two entry-level and promotional exams administered per department annually or on an as-needed basis. Deliverables include fair, valid, and legally defensible examinations; study guides; and answer keys. The City will administer exams both in-person and remotely. Vendors must submit completed questionnaires addressing turnaround times, customer service methods and hours, after-hours support availability, and a draft service agreement. Three professional references from municipal clients served within the past five years are required, along with examples of previous work.

The contract term is twelve months from execution with options to renew for up to two additional one-year terms. The contract is terminable by the City upon ten days' written notice. Compensation is structured by itemized unit prices (Exhibit A, payable net thirty days from invoice). For contracts valued at $5,000 or more, vendors must provide workers' compensation insurance and general liability coverage with minimum limits of $250,000 per person and $500,000 per occurrence for bodily injury, plus professional liability insurance of $1,000,000 per claim.

Evaluation criteria are weighted: Cost Proposal and Value (30 points), Methodology and Compliance (20 points), Customer Service Support and Test Turnaround Time (30 points), and References (20 points). Award is contingent upon budget approval. All responses must be submitted electronically via the City's procurement portal. Seven vendors have been identified to receive notice: Fire & Police Selection, Inc.; Ure Consulting Group; Wollack Testing Service; CPS HR Consulting; Morris & McDaniels; Vorch Solutions, LLC DBA GovSource; and IO Solutions.
