About this opportunity
The Texas Department of Transportation is requesting offers for pole-mounted traffic signal controllers (NEMA TS/2 Type 1 Size 5, 12-position timers, excluding loop detectors) for delivery to TxDOT's Regional Distribution Center in Athens, Texas, with offers due August 19, 2026 at 3:00 PM Central Time and a tentative award date of August 26, 2026. Questions are due August 7, 2026.
Respondents must be registered on the Texas Comptroller of Public Accounts Centralized Master Bidders List and have appropriate NIGP codes selected. The solicitation permits Texas-resident-bidder certification, service-disabled veteran-owned business status claims, and preferences for Texas-produced supplies, agricultural products, recycled materials, energy-efficient products, and environmentally sensitive goods. Respondents must certify compliance with child support obligations under Texas Family Code Section 231.006, absence of debarment or suspension, and compliance with Executive Order 13224 screening through SAM.gov.
The specification mandates NEMA TS-2 2003 or latest revision compliance and current AASHTO, ANSI, and NTCIP standards. Controllers must support 16-phase operation, Time-Based Coordination, railroad and fire preemption, closed-loop secondary operation, 8-phase NEMA and sequential configurations, 4-phase and 3-phase diamond modes, 16 timing plans with 3 unique offsets each, 255 schedule entries, and 15 day plans. Cabinet assembly must include Malfunction Management Unit, detector card rack, preempt/communication panel, 24V DC power supply, solid-state flasher, surge protection rated 20,000A peak, thermostatically controlled ventilation, GFCI receptacles, and circuit protection. Suppliers must provide comprehensive documentation, conduct 48–96 hour burn-in testing at specified temperatures with certification, and complete warranty repairs within 18 calendar days. Delivery uses 100mm x 100mm runners with 12.5mm plywood; components must remain unboxed during shipping.
Pricing must be firm, fixed-price, all-inclusive on F.O.B. destination basis with freight prepaid and included in unit prices; state sales tax and federal excise tax are exempt. Evaluation uses weighted criteria: respondent's approach to specifications (50 points), lead time (10 points), and pricing (40 points). TxDOT reserves the right to conduct discussions and request best and final offers. Responses remain irrevocable for 120 calendar days. Delivery occurs Monday through Thursday, 8:00 AM to 4:00 PM, excluding state and federal holidays.
