About this file

This is an Execution of Offer document for the Texas Department of Transportation (TxDOT) related to Solicitation No. 601290000034660 for Pole Mounted Traffic Signal Controllers. The document establishes the formal requirements for respondents submitting bids, including mandatory certifications regarding the accuracy and completeness of submitted information. Respondents must confirm they have not engaged in improper communications with public servants, violated anti-trust laws, or disclosed offer contents to competitors during the procurement process. The document requires identification of the responding entity's legal name, authorized signatory information, business address, telephone, email, and Employer Identification Number (EIN), along with details of any alternative entities authorized to invoice or receive payment under the resulting contract.

The document outlines several eligibility and compliance requirements that respondents must meet, including certification as a Texas Resident Bidder if claiming a Texas address, confirmation of no financial conflicts of interest by specification preparers, and disclosure of any employment of former state agency executives within the past four years. Respondents must certify they are not suspended, debarred, or listed on federal terrorism watch lists and comply with Executive Order 13224 screening requirements through the System for Award Management (SAM.gov). The document includes a comprehensive preference system allowing respondents to claim advantages for Texas-produced supplies, agricultural products, service-disabled veteran-owned businesses, recycled materials, energy-efficient products, and environmentally sensitive goods. TxDOT reserves the right to break ties between respondents through preference review followed by lot drawing if necessary, and respondents authorize the State Auditor to conduct audits of contract funds received directly or indirectly through subcontractors.
