About this opportunity
The State of Illinois Department of Children and Family Services (DCFS) is conducting a small purchase procurement for shredding services at 15 locations across Regions 2, 9, and 10. The vendor must provide secure, confidential document shredding and disposal services on either a facility-based or mobile/onsite basis, supplying plastic lockable disposal bins with 65-to-96-gallon capacity. Services include monthly or bi-monthly pickups (Monday through Friday, 8:30 a.m. to 4:30 p.m. local time, excluding state holidays), document transportation, shredding, and disposal of records containing sensitive information such as social security numbers and driver's license information. The vendor must be National Association for Information Destruction (NAID) AAA certified and maintain custody and safekeeping of all documents from pickup until destruction while complying with the Uniform Conviction Information Act, Criminal Justice Information Security (CJIS) requirements, and all applicable state and federal laws. Deliverables include the provision of bins, pickup services, shredding, and disposal, with monthly invoicing and payment within 30 days after month-end. The vendor must obtain and maintain General Commercial Liability insurance of $1,000,000 per occurrence and $2,000,000 annual aggregate, Auto Liability insurance of $1,000,000 per occurrence, and Workers' Compensation insurance as required by law. The proposal due date is May 4, 2026, with the initial contract term commencing May 1, 2026, for one year with a maximum total term not to exceed ten years including any renewal terms and extensions.
This procurement is designated as a Small Business Set-Aside (SBSA), restricting eligibility to small business vendors only. Vendors must complete the State of Illinois standard certifications form, attesting to business registration, tax compliance, and adherence to state procurement requirements. The contract locations are distributed across 15 DCFS sites in regions spanning Illinois, including facilities in Anna, Cairo, Charleston, DeKalb, Effingham, Freeport, Harrisburg, Marion, Metropolis, Murphysboro, Olney, Rockford, and Sterling, with individual location weight estimates for shredding materials ranging from 200 to 680 pounds per monthly pickup. The contract pricing is firm and fixed, with the total maximum amount to be entered by the State prior to execution; no specific budget range has been disclosed in the procurement documents. The vendor may be required to subcontract work, subject to prior written state approval for any subcontractor contracts exceeding $100,000 in annual value. The contract is contingent upon appropriation of funds and may be terminated for convenience with thirty days' notice or immediately for cause, with federal funds potentially providing partial or full funding to be communicated upon notice of intent to award.
