About this opportunity
The Colorado Division of Parks and Wildlife is soliciting bids for chip seal maintenance on approximately one mile of Juniper Road at Lake Pueblo State Park in Pueblo County, with bids due July 31, 2026 at 1:00 p.m. A mandatory pre-bid meeting was held July 23, 2026; questions were due July 29, 2026. Service-disabled veteran-owned small businesses may receive a 5% bid preference if properly certified. Colorado labor shall comprise at least 80% of the workforce, with written justification required if this threshold cannot be met.
The scope includes mobilization, traffic control, crack filling, chip seal application with aggregate, restriping paint markings, and removal and resetting of concrete parking blocks across approximately 20,838 square yards of asphalt work and 7,260 linear feet of edge striping. Work must comply with Colorado Department of Transportation 2012 Standard Specifications. The contractor must obtain all required permits, maintain through traffic without park staff support, protect utilities and vegetation, provide site safety and security, and achieve specified soil compaction. Addendum 1 clarifies that removal of existing chipped paint striping and ADA emblems must be completed prior to chip sealing and included in the restriping cost.
The estimated contract value is between $225,000 and $275,000. Performance and Labor and Material Bonds equal to 100% of the contract price are required within 10 days of Notice of Award if the contract equals or exceeds $150,000. Work must be completed within 90 calendar days from Notice to Proceed, with substantial completion required by December 6, 2026. Bidders must be registered to do business in Colorado and provide a Certificate of Good Standing. This is a documented quote solicitation, not a sealed bid; no bid bond is required. All bids must be submitted via email to Shaun Gordon at shaun.gordon@state.co.us. The Division reserves the right to reject any or all proposals and reserves resident bidder preference as provided by Colorado law. Notice of Intent to Award is tentatively scheduled for July 31, 2026, with Notice to Proceed on September 8, 2026.
