About this opportunity

The State of Colorado, Department of Natural Resources, Division of Colorado Parks and Wildlife (CPW), issued this Request for Proposals to establish an approved vendors list for wildlife survey services across Colorado's state parks under the Resource Stewardship Program. The procurement seeks qualified contractors to conduct herptile surveys, invertebrate surveys, bird surveys, small mammal surveys (including bats, mice, and prairie dogs), and rare/imperiled species surveys at multiple state parks across CPW's four regions. Survey work includes developing comprehensive species lists, conducting field inventories using standardized protocols, identifying and mapping key habitats with GPS coordinates in UTM NAD83 CONUS Zone 13 format, creating repeatable monitoring protocols suitable for future volunteer use, and producing detailed final reports with species documentation, management recommendations, and interpretation materials. Deliverables must be provided in Microsoft Word, PDF, Excel, GIS shapefile formats, and hardcopy or electronic maps. Contractors must possess either a Master's degree in a natural resource field with a minimum three years of applicable experience or a minimum seven years of applicable experience, documented through curriculum vitae, with demonstrated expertise in report writing, map creation, data analysis, GIS work, and survey projects relevant to CPW regions and habitats. The RFP required written questions by March 12, 2018, with proposals due March 29, 2018, at 1:00 p.m., followed by evaluation through April 6, 2018, tentative interviews on April 9, 2018, and a project start date of April 13, 2018. Contractors must submit itemized hourly rate quotes that include all field survey work, travel, lodging, and office supply costs.

This procurement includes resident bidder preferences and Service Disabled Veteran Owned Small Business (SDVOSB) preferences of up to 5% where applicable. Contractors are required to maintain Workers' Compensation insurance, Commercial General Liability insurance ($1,000,000 per occurrence), and Automobile Liability insurance ($1,000,000 combined single limit), with the State named as additional insured; single-employee contractors may be waived from Workers' Compensation insurance if written justification is provided. The contract will be structured as individual purchase orders on a project-by-project basis, with each order not to exceed $25,000 per state fiscal year, extending through June 30, 2018, with four possible annual renewals through June 30, 2023, for a maximum contract term of five years. All deliverables, including reports, data, maps, and related materials, become the sole property of the State of Colorado, though contractor authorship may be retained as a courtesy. Payment is structured in four milestone invoices based on deliverable completion: 50 percent upon field work completion and initial communication, 15 percent upon submission of draft electronic deliverables, 15 percent upon submission of final spreadsheets and draft reports, and 20 percent upon final report submission with all appendices. CPW will provide contractors with templates, species naming standards, park maps, vegetation maps, protocols, and example materials to support project execution.
