RFP PMAA 2018_0010 CPW Resource Stewardship Program - Questions and Answers

This is a Q&A document for an RFP issued by Colorado Parks and Wildlife (CPW) for the Resource Stewardship Program. The RFP seeks to establish an approved vendors list for multiple survey types across four exhibits: Exhibit A (aquatic surveys), Exhibit B (vegetation surveys), Exhibit C (small mammal surveys including bats, mice, prairie dogs, and other species), and Exhibit D (avian surveys). The primary objective is not to award a single contract but to create a pre-qualified vendors list from which contractors will be selected for future task orders. Contractors may submit rate quotes for only those survey types in which they have expertise and interest, rather than being required to bid on all exhibits. Future task orders for specific surveys at identified State Parks across all 41 parks in Colorado will be issued after vendors are added to the approved list, with project locations and species-specific requirements to be determined at that time.

Contractors selected for the approved vendors list must submit hourly rate quotes that include travel costs, with the option to specify different rates for survey work versus travel if applicable. All contractors meeting minimum qualifications will be included on the approved vendors list, with specific survey types having eligible subsets of vendors. Once approved, contractors may compete for individual purchase orders based on their stated areas of interest, and quoted hourly rates will remain binding regardless of specific task order locations or requirements. Worker's compensation insurance is required at the time of purchase order execution, though single-employee contractors may be waived if providing written justification. Reporting costs must be incorporated into the quoted survey rates. Submissions may be made through the VSS system without requiring a separate physical copy.

RFP PMAA 2018*0010

CPW Resource Stewardship Program

Q&A

1. Can a contractor submit a bid on only one of the Exhibits, or are they required to bid on all exhibits to potentially be awarded the contract?

There are no bids due for the work needed on this project as the main goal of the RFP is to create a vendors list. Contractors should submit rate quotes only for those projects they are interested in performing, as it is expected that many contractors will not have experience in each of the fields.

2. Exhibit C, small mammals - does this part include small mammals other than bats? For example, would the contractor be surveying other small mammals, such as rodents? I am interested in surveys on bats.

This covers bats, mice, prairie dogs, and other small mammals. A contractor who has experience surveying small mammals should submit a rate quote regardless of what small mammals their expertise is in.

3. State Parks that will be survey sites will not be identified until after the contract is awarded?

Since we are not awarding a contract, but creating an "approved vendors list", the parks will be identified upon the identification of the project and the contractor.

4. If so, then travel to selected State Parks may be anywhere in the state?

Travel may be expected to all 41 State Parks across the state.

5. On the required submittal form, does the “rate (per hour) Travel” box supposed to include all travel related costs, such as gas, mileage, possible motel costs, supplies, etc.?

However the contractor charges for travel. The only line that is really being considered is the far right column "total" for the rate quote. The travel column exists to allow us to see whether the contractor charges a different rate for travel or not.

6. What is the “Total Rate (Surveys/Travels)” box supposed to provide? My rate for surveys/rate for travel (e.g. $xx surveys/ $xx travel) or a combined total (e.g. $xx/hour)? Not sure what is requested here.

See response to question #5. Total Rate is the 'real' rate that will be charged. We are trying to let contractors enter a different amount for travel if they charge a lower rate for travel than survey work.

7. Avian surveys are mentioned several times in the RFP yet they aren't included in the scope. Are avian surveys expected to be completed? If so, is there a scope of work?

I supplied the Avian Survey scope on March 5 I believe. That was overlooked in the RFP process but is now included.

8. Exhibit C references bats. Are bat surveys expected to be completed for the small mammal surveys? Are other orders/families going to be surveyed?

Bats are a small mammal survey. Other small mammals are also sometimes surveyed for - ex:

mice, gophers, prairie dogs, kit fox, etc

9. Exhibits A, B, C and D request a budget for the work including an itemized prices for each park. It is unclear how prospective bidders are to develop this information without knowledge of which species and which parks will be surveyed.

Since the goal is to create an 'approved vendors list', the budget will not be provided until the project is identified and the park is identified. If the vendor makes it onto the approved vendors list, they will have an opportunity to be chosen to perform the work on the parks.

10. The Submittal Form (Page 18 of the RFP) request a “Total Rate (Surveys/Travel)” for each survey type. Please define this term.

This is the rate quote that will be considered for review for inclusion on the 'approved vendors list'. The other columns were included to allow vendors to show if they have a lower travel rate than survey rate.

11. Could CPW please clarify that one to multiple contractors will be included on an Approved Vender List based on proposals prepared in response to the cited RFP?

All contractors who meet minimum qualifications will be included on the approved vendors list. Each survey type will have a subset of vendors on this list that are eligible for performing the work.

12. Will CPW issue a purchase order contract with every contractor before they are listed as an Approved Vender?

No, only contractors who are included on the 'approved vendors list' will be eligible to be awarded a PO for work.

13. Will individual Task Orders be issued for specific future surveys?

The scopes of work outline the tasks associate with each survey type. The only thing that will change is location of the survey.

14. If so, will these Task Orders be competed between all contractors on the Approved Vender List?

Contractors on the approved vendor list may be competing for purchase orders based on their areas of interest identified in their proposal.

15. If so, will the vendors be restricted to the hourly rates provided in the Request for Proposal Submittal Form, even if the assumptions used to generate these rates are not in agreement with the details of a specific Task Order?

Vendors should provide a rate for the survey type. This can be done regardless of location because the rate is hourly and travel is included in the rate.

16. In Section 2.4 - Is Worker’s compensation insurance required at the time of submittal if the proposing firm is comprised of 1 employee?

Insurance requirements are required at the time of PO execution. If an awarded firm only consists of one employee than we may waive this policy as long as we have a written statement to this effect.

17. In Section 2.5 – please clarify that this means that if the contractor is selected, he/she must inform

CPW that he/she will perform work for another client outside of the state or country within 20 days of the departure. I assume this is to ensure the contractor is available for the contract as needed?

This language is listed in the RFP as it is a required statue (24-102-206, C.R.S.) and outlines the process for notifying the State if the work will be performed outside the State/U.S. This information is required for reporting reasons.

18. If submitting through VSS, is a flash drive/disk copy of the proposal sent to CPW also required?

No, if the vendor is submitting their proposal through VSS there is no need for an electronic copy to be physically sent to CPW.

19. Section 4.7 – should rates for reporting also be provided in cost estimate?

Reporting is part of the scope of work and should be considered when providing a rate for each survey type the contractor is qualified for.
