About this opportunity
Colorado Parks and Wildlife Northwest Region Office is requesting sealed bids for design, fabrication, delivery, and installation of a modular seasonal housing unit and site improvements at Yampa River State Park near Hayden, Colorado, with bids due August 14, 2026 at 1:00 p.m. Addendum No. 1 was issued August 7, 2026, modifying foundation, electrical, and building standards specifications.
Service Disabled Veteran Owned Small Businesses (SDVOSBs) may claim a 5% bid preference upon submission of U.S. Department of Veterans Affairs certification. Resident bidder preferences apply under Colorado law. The project is subject to Colorado prevailing wage requirements — bidders must certify that Colorado labor comprises at least 80% of the workforce or provide written justification for non-compliance. The contract value exceeds $500,000, triggering prevailing wage obligations.
The scope includes site grading and earthwork, building foundation design and installation, a manufactured modular housing unit of minimum 1,280 square feet (one-story, three bedrooms, two bathrooms), electrical service infrastructure, HDPE water service, propane distribution, sanitary sewer systems, and site restoration. The manufactured housing unit must meet Colorado Division of Housing (CDOH) Factory-Built Structures Program standards, state-adopted International Residential Code (IRC) and International Building Code (IBC), and display an affixed CDOH Residential Insignia. Acceptable manufacturers include Upward Homes or approved equivalents. Appliances are excluded from the modular unit scope; electrical fixtures, lighting, and fans remain included. The bid schedule comprises 27 line items in base and optional categories.
Contract duration is 120 calendar days from notice to proceed (September 21, 2026), with substantial completion required by January 19, 2027. A 5% bid bond is required for bids exceeding $50,000. Performance and labor/material bonds equal to 100% of contract price are required upon award for contracts of $150,000 or more. Seventy-five percent payment is due upon inspection and Project Manager approval; 10% is retained until final completion, with 20% due upon punch-list completion. Liquidated damages are $267.58 per calendar day for late completion.
The pre-bid conference was held July 29, 2026. Written questions were due August 7, 2026. Notice of intent to award is tentatively August 21, 2026. All documents are available on the Colorado Vendor Self Service (VSS) website. Technical questions should be directed to Design Engineer Hans Nielsen at hans.nielsen@state.co.us.
