About this file
This Addendum No. 1, issued on August 7, 2026, modifies the original bid documents for the Yampa River State Park Seasonal Housing and Campsites project (IFB1 - 2027*004) managed by the Colorado Parks and Wildlife Northwest Region Office in Grand Junction. The project involves the design, fabrication, delivery, and installation of a manufactured seasonal housing unit at Yampa River State Park near Hayden, Colorado. The manufactured housing unit must be a minimum of 1,280 square feet, one-story, with three bedrooms and two bathrooms, constructed as a complete turn-key residence. Related work items include building foundation design and installation (Bid Item 7), modular seasonal housing unit fabrication and installation (Bid Item 8), electrical service infrastructure (Bid Item 9), and HDPE water service installation (Bid Items 10-11). The addendum incorporates questions and answers into the bid documents and modifies specifications for the manufactured housing unit, particularly regarding foundation design, building requirements, and electrical system standards.
The addendum removes references to U.S. Department of Housing and Urban Development (HUD) requirements and replaces them with Colorado Division of Housing (CDOH) Factory-Built Structures Program standards, state-adopted International Residential Code (IRC) and International Building Code (IBC) compliance, and requirements for an affixed CDOH Residential Insignia. Key modifications include changing foundation design requirements from HUD specifications to state-adopted IRC/IBC and CDOH standards, updating electrical system standards from HUD Code to state-adopted IRC/IBC and CDOH requirements, and removing appliances from the modular seasonal housing unit scope while retaining electrical fixtures, lighting, and fans. The structure qualifies for 75 percent payment upon inspection and Project Manager approval, with final payment made upon completion of minor punch list items, with 10 percent retained until final project completion and approval. Acceptable manufacturers include Upward Homes or approved equivalents meeting or exceeding the specifications.
