About this opportunity

The Colorado Division of Parks and Wildlife, on behalf of Ouray County, seeks qualified contractors to construct a new maintenance shop complex at Elkhead State Park in Moffat County, Colorado. The project encompasses construction of a pre-engineered metal shop building, a precast concrete vault toilet facility, concrete aprons and slabs, perimeter fencing with gates, and associated site work including stormwater management, site grading and excavation, gravel roads, and parking areas. The mandatory pre-bid meeting and job show were held on March 8, 2016, at 11:00 a.m. at Yampa River State Park in Hayden, Colorado, with questions due by March 17, 2016, at 10:00 a.m. and the public bid opening scheduled for March 24, 2016, at 1:30 p.m. at the Northwest Region Capital Projects Office in Clifton, Colorado. Successful contractors must complete the work within 182 calendar days from the Notice to Proceed (approximately April 25, 2016), maintain visitor access and traffic control during construction, comply with a Construction Stormwater Permit requirement due to disturbance exceeding one acre, and employ Colorado labor for at least eighty percent of the work while performing a majority of work with their own organization. Bidders must submit proposals on Division-furnished forms with a five percent bid guarantee, certificates of insurance demonstrating minimum coverage of $1,000,000 general liability, completed contractor qualification statements with three similar project references from the prior five years, and current W-9 forms, with performance and payment bonds equal to one hundred percent of the contract price required for contracts exceeding $150,000. Liquidated damages of $130.00 per calendar day apply for failure to complete within the contract timeframe.

Service-Disabled Veteran-Owned Small Businesses registered with the U.S. Department of Veterans Affairs qualify for a five percent bid preference, and Colorado resident bidders receive preference against nonresident bidders. The engineer's estimate for the base bid is $540,000, with alternative bid items available for optional inclusions such as enhanced gravel surfacing and additional storage area improvements. No incumbent contractors or existing infrastructure requiring integration are identified in the contract documents. The successful contractor must comply with General Requirements and Covenants for Capital Construction, applicable Colorado Department of Transportation standards, prevailing wage requirements, discrimination policies, and safety standards, with payment made based on actual quantities measured and accepted, including retainage of 10 percent until project completion. All material, equipment, labor, and incidental costs are included in the contract unit prices unless specifically identified as extra work authorized in writing by the Project Manager. The bid package includes comprehensive architectural drawings, site photographs, electrical specifications, and detailed technical specifications referencing ASTM, AASHTO, ACI, and NEC standards for quality assurance and compliance.
