About this file
This document is a Questions and Responses file issued by Colorado Parks and Wildlife regarding Invitation for Bid (IFB) 201600248 for a New Shop Complex at Yampa River State Park, dated March 17, 2016. The project involves construction of a new shop complex with associated electrical and lighting systems, including a vault toilet building. Key clarifications address electrical service specifications, including confirmation that the building service will be single phase at 225 amps; modifications to lighting fixtures requiring emergency (EM) lighting only in the office area with standard fixtures elsewhere; specification of T-8 bulbs rather than T-12 fixtures; and confirmation that the electrical meter location at the northwest corner of the building, as shown on drawings, is acceptable to Yampa Valley Power. The document also defines the scope for the vault toilet building electrical system, requiring 20-amp service from the main panel installed underground between buildings with pull boxes at each end, surface-mounted conduit, a motion-sensor switch, and a vandal-proof LED lighting fixture.
The responses provide technical clarifications necessary for accurate bid preparation and indicate that all bidders must complete and submit the provided bid form, including the Minority Business Statement section regardless of the bidder's minority status, with specific instructions referenced in Items 21 through 24 of the Instructions to Bidders document. No pricing information, set-asides, award dates, or contract terms are specified in this Q&A document.

Questions and Responses on the New Shop Complex, IFB1 201600248
March 17, 2016
Question 1: Is the 225 am service for the building single or three phase?
Response 1: Reference Specifications Section 16400.6.I.A.3. The building service will be single phase.
Question 2: Are all the type “FF-1” light fixtures to be EM?
Response 2: Clarification to Specification Section 16500.5.VIII.A. Only the light within the office area should be EM. The other five should be standard.
Question 3: The lamp specs are calling out for T-12, is it OK to use T-8?
Response 3: Clarification to Specification Section 16500.4.VII.A. This section should refer to 1-inch diameter bulbs. Please provide T-8 bulbs.
Question 4: Sheets 2 and 10 of the drawings show the electrical service and meter at the northwest corner of the building. The Yampa Valley Power specification for locating electrical meters is on the front of a building, nearest the road access. Please confirm the location of the electrical meter.
Response 4: Yampa Valley Power reviewed the design drawings showing the meter and service at the northwest corner of the building. They did not express concerns with the location. Please assume that the location shown is acceptable when preparing your bid.
Question 5: We were unable to find a defined scope for the proposed building electrical and lighting system for the vault toilet building. Please define the vault toilet building electrical and lighting scope.
Response 5: Please use the following clarification on this issue: Provide 20 amp electrical service from the main panel to the vault toilet building. Electrical service shall be installed underground between the Vault Toilet and main building and shall be located within conduit suitable for burial. A pull box shall be located at each end of the underground run for future access and maintenance. Provide surface mounted conduit painted to match interior, an electrical switch with motion sensor, and standard vandal proof lighting fixture with 60 watt equivalent Standard Socket LED Bulb.
Question 6: Regarding page 15 of 76 in the specifications, the paragraph on the bid sheet regarding the “Minority Business Statement.” Do you still want this form in the proposal if we are not a minority company, and should we just XXX out the minority clause?
Response 6
: Yes, please use the bid form provided. Please refer to Items 21 through 24 of the “Instructions to Bidders,” page 10 of 76, for further instructions on completing the signature portion of the bid form.
