About this opportunity
Colorado Parks and Wildlife issued a competitive sealed bid procurement for the Tamarack Ranch SWA Recharge Pond and Pipelines Phase II project (Project ID: C16NE6C), with Colorado Division of Parks and Wildlife serving as the procuring agency in coordination with Larimer County and Denver City jurisdictions. The project encompasses the design and construction of Recharge Basin 4 and associated pipeline infrastructure near Crook, Colorado, including approximately 40 linear feet of 15-inch PVC pipe, 2,340 linear feet of 24-inch PVC pipe, 430 linear feet of 30-inch HDPE 4710 DR 11 pipe installed via horizontal directional drilling under Interstate 76, and associated appurtenances such as fittings, valves, transition structures, and earthwork. The scope of work includes connecting existing Wells 7 and 8 pipelines to the existing Wells 14, 15, and 16 pipeline system, constructing trench installations with native soil compaction to minimum 85 percent Proctor density, installing thrust blocks and pond outlet splash pad facilities, and installing a meter vault on the proposed 24-inch PVC line. Contractors must demonstrate the ability to perform complex trenchless installation methods, manage surface monitoring point arrays with twice-daily survey readings during active construction, and comply with CDOT requirements for work within state right-of-way. The mandatory pre-bid conference was held on March 30, 2017 at 11:30 a.m. at the project site, with bid opening scheduled for April 13, 2017 at 1:30 p.m., and contract completion required within 90 calendar days from the Notice to Proceed date, with liquidated damages assessed at $315.00 per day for delays. All contractors must submit a W-9 form, 5 percent bid bond, certified check or cashier's check, performance bond equal to 100 percent of estimated contract price for contracts exceeding $150,000, and labor and material bond equal to 100 percent of estimated contract price.
Service Disabled Veteran Owned Small Businesses (SDVOSBs) certified by the U.S. Department of Veterans Affairs are eligible for a 5 percent bid preference, and Minority Business Enterprise participation is required through good faith efforts with detailed compliance reporting. Contractors must comply with Colorado's 80 percent Colorado labor requirement for projects exceeding $500,000 and provide written justification if unable to meet this threshold. Insurance requirements include worker's compensation, general liability coverage of at least $1,000,000 Combined Single Limit, and automobile liability insurance of at least $1,000,000 Combined Single Limit. Contractors are responsible for obtaining all necessary permits including stormwater discharge permits from the Colorado Department of Public Health and Environment and utility and special use permits from CDOT prior to construction commencement, as well as managing off-site disposal of bentonite slurry, cuttings, and spoil materials at legal disposal areas. The project is entirely funded through a SPWRAP Grant with no federal funding components. The estimated contract award value is anticipated to range between $650,000 and $1,000,000 based on the trenchless feasibility study estimates, with horizontal directional drilling identified as the most cost-effective method at approximately $661,781, and the contract is subject to Colorado Revised Statutes requirements for contracts with maximum payable amounts of $100,000 or greater under the Statewide Contract Management System.
