About this file

This is a Questions and Answers document issued by Colorado Parks and Wildlife for the Tamarack Ranch SWA Recharge Pond and Pipelines - Phase II Project (Project I.D. No.: C16NE6C), dated April 6, 2017. The document clarifies bidding requirements for contractors proposing construction activities at the project site near Crook, Colorado. Key clarifications address water availability for construction, the contractor's responsibility for final Horizontal Directional Drilling (HDD) design geometry and profile subject to professional engineering certification and owner approval, and disposal requirements for drill fluid, cuttings, and pit spoil generated during HDD operations. The document references water level monitoring data collected from 2013 to 2016 at two monitoring wells (W-6 and W-14) to provide contractors with historical hydrological information relevant to the northern connection location at the Wells 7 & 8 tie-in.

The document confirms that no addendums have been issued or require acknowledgment and that the project should be bid according to the original drawings and specifications as advertised. Water for construction activities is available through a Crook water tap at the intersection of 4th Street and County Road 138. The contractor bears full responsibility for HDD design approval, working drawing submission, and all off-site disposal of bentonite slurry, cuttings, and spoil materials at legal disposal areas with necessary permits obtained by the contractor. The historical water level data, spanning periods including the September-October 2013 flood and May-July 2015 flood, provides baseline information for contractors to inform their design decisions.

Questions and Answers

Tamarack Ranch SWA Recharge Pond and Pipelines – Phase II Project I.D. No.: C16NE6C

Date: April 6, 2017

GENERAL INFORMATION:

These questions and answers have been provided to offer clarity to the bidding documents.

The project should be bid as the original drawings and specifications have been advertised.

No addendums have been issued or need to be acknowledged for this project.

QUESTIONS:

The following are answers to questions asked about the project:

1. Are the historic water level readings available from the monitoring wells near the proposed northern connection location at the Wells 7 & 8 tie-in?

Yes, see attached spreadsheet depicting the water level depths measured for monitoring well W-6 (located approximately 200-300’ east of tie-in location) and W-14 (located next to main Tamarack Ranch SWA road) from 2013 to 2016. Please note that the flood of 2013 was in September-October and that the flood of 2015 was in May–July.

2. Is water available for the construction activities of this project?

Crook has a water tap located at the intersection of 4th Street and County Road 138. The phone number for this water is 970-886-2222.

Additionally see specification Section 02200-Earthwork, for further information. Paragraph 9.VII.A discusses non-potable water options.

3. Can the HDD be lengthened and the depth be increased to allow for a safe design and installation?

The Contractor is responsible for the final HDD design geometry and profile that are to be signed and stamped by a Professional Engineer licensed in Colorado. The Working Drawings as provided by the Contractor shall be approved by the Owner. See Section 02411 Horizontal Directional Drilling for additional information. Paragraphs 1.1.A.1, 1.4.A, 1.9.4, and 3.4.A discuss further the Contractor’s design responsibilities and approvals by the Owner’s Engineer.

4. Can the approximately 600CY of drill fluid and cuttings consisting of native material, bentonite and water from HDD operations be disposed of on the owners property?

See specification Section 02411-Horizontal Directional Drilling, for additional information. Paragraphs 3.2.D and 3.6.B discuss disposal. The Contractor is responsible for the disposal of all bentonite slurry, cuttings, and pit spoil after completion of the project at a legal off-site disposal area and to provide all permits necessary for such disposal.
