About this opportunity
Centralia Correctional Center (Illinois Department of Corrections) is requesting quotes for plumbing services under RFQ B-53543, with bids due August 13, 2026 at 11:00 a.m. The contract runs seven months from August 29, 2026 through March 31, 2027. No set-asides apply.
The scope covers repair, maintenance, and installation of all plumbing system components across a 47-building facility, including hot water boilers, domestic water systems, absorber units, distribution systems, equipment, and fixtures. The vendor must provide routine repairs with an eight-hour response time and emergency repairs within two hours of notification. Pricing shall be based on prevailing wage rates for the county, with separate hourly labor rates for standard Monday–Friday work (7:30 a.m.–4:00 p.m.) and overtime work outside those hours and on weekends and holidays. A single service call fee applies per day regardless of project quantity; emergency service call fees apply only when the two-hour response requirement is met. Parts and materials are billed at cost with an estimated $20,000 line item for the contract term. Written estimates are required for repairs exceeding $500. All work, materials, and parts carry a one-year warranty at no cost to the State. Subcontracting is prohibited; all work must be performed by the vendor's own employees.
The vendor must be licensed and maintain comprehensive general liability insurance of $1,000,000 per occurrence with $2,000,000 annual aggregate, auto liability coverage of $1,000,000, and workers' compensation insurance as required by law. A bidder's conference and site visit are optional. Vendor bids must remain firm for 120 days from opening. Award will be made to the responsive and responsible vendor submitting the lowest price. Quotes should be submitted via BidBuy or email to Kimberly Litteken at Kimberly.Litteken@illinois.gov. Illinois prevailing wage requirements and Standard Terms and Conditions apply.
