About this opportunity

The West Virginia Department of Administration Purchasing Division, on behalf of the WV Educational Broadcasting Authority (WVEBA), is soliciting quotes through a Centralized Request for Quote (CRFQ EBA26-02) for plumbing maintenance and repair services in the Southern District. The procurement seeks to establish a single open-end Central Master Agreement covering the Agency's Southern Office at 124 Industrial Park Road in Beaver, West Virginia, and the Layland tower service building in Fayette County. Services include repair and replacement of above-ground and below-ground plumbing fixtures, pipes, and accessories; backflow system inspections and repairs; damage restoration from leaky plumbing; code upgrades; and miscellaneous related work such as drywall, tile, and flooring repairs. The selected vendor must maintain 24-hour emergency telephone service, respond to maintenance calls within four hours, and deploy staff within six hours for emergency requests or within 12 hours with approval. Vendors must be licensed West Virginia contractors with licensed plumbers on staff or as subcontractors, maintain Commercial General Liability insurance of at least $1,000,000 and Automobile Liability insurance of $1,000,000, and provide a 12-month warranty on all repairs. A mandatory pre-bid meeting was held on April 16, 2026, at 11:00 a.m. EST; vendor questions must be submitted in writing by April 23, 2026, at 2:00 p.m. EST; and bids are due April 30, 2026, at 1:30 p.m. EST.

The solicitation does not specify set-asides or restrictions limiting response to disadvantaged enterprises or particular organization types. The contract is open-end with potential renewal options, contingent on available funding, and includes federally funded portions subject to Davis-Bacon wage rate requirements. Pricing is structured on hourly labor rates for four categories (standard, overtime, emergency, and travel) with estimated annual quantities of 150 standard hours, 20 overtime hours, 10 emergency hours, and 28 travel hours, plus cost-plus pricing with vendor-specified multipliers for subcontracted tasks, parts and materials, and equipment rental. Additional estimated annual costs include $5,000 for subcontractors, $8,000 for parts and materials, and $4,000 for equipment rental. Total contract payments cannot exceed $500,000 including all initial and renewal terms, delivery orders, and change orders. A 5 percent bid bond is required, and the vendor must perform the majority of work while keeping subcontracting to a minimum.
