About this opportunity

The Nevada Office of the Military is requesting bids for carpet replacement at the Plumb Lane facility in Reno, Nevada under an Invitation to Bid, with proposals due August 8, 2026 through Nevada EPRO. Bidders must be current Nevada business licensees in good standing with the Nevada Secretary of State and hold a Nevada Contractors License if applicable.

The scope encompasses complete removal of existing carpet tiles and cove base, subfloor surface preparation including leveling and adhesive removal, and installation of Tarkett Carpet Tile Style Savant G0041 in Natural Blush (76206), 4-inch rubber cove base, and transition strips in doorways at specified office areas. The contractor provides all labor, supervision, materials, equipment, tools, transportation, and disposal; the Office of the Military handles furniture relocation and equipment disconnections. Work is scheduled Monday through Friday, 7:00 a.m. to 5:00 p.m. on the secure military base unless otherwise approved by the Facility Supervisor.

The contract term runs from Board of Examiners approval through June 30, 2029. Bidders must submit base bids for fiscal years 2025–2028 plus hourly rates for as-needed services for each contract year, accounting for inflation. Site visits may be scheduled upon request through the Reno/Stead Area Point of Contact.

Mandatory insurance includes Commercial General Liability ($2 million general aggregate), Commercial Automobile Liability ($1 million combined single limit), and Workers' Compensation Insurance as required by Nevada Revised Statutes. All personnel accessing the military facility must pass background checks and security clearance through an NVARNG Personal Security Questionnaire. Contractors must register with the Nevada State Controller's Office and Nevada EPRO before payment. Award is contingent on State or Federal funding availability. Payment is due within 30 days of invoice receipt and agency approval. The State reserves the right to waive informalities, reject any or all proposals, and is not obligated to accept the lowest price.
