About this opportunity

Weber County Library Board of Directors is requesting proposals for a roof overlay at the Pleasant Valley Branch Library, 5568 S Adams Avenue, Washington Terrace, Utah, with proposals due June 25, 2026 at 2 p.m. via Bonfire, and a mandatory pre-submittal meeting and site tour on June 16, 2026 at 11 a.m.

Bidders must be prequalified general contractors holding appropriate Utah state construction licenses and must comply with UCA Section 63G-12-302 (E-Verify) employment status verification requirements. The scope covers installation of a fully adhered TPO roof membrane overlay across approximately 35,136 square feet, relocation of existing roof-mounted vents, exhaust fans, and flues to accommodate a new mechanical roof screen system, installation of new continuous strip flashing, and installation of radiant electric heating cables at the north entrance. The new TPO membrane must meet Class A fire-resistant roofing material standards under Washington Terrace Municipal Code. All work must comply with the 2021 International Building Code, International Existing Building Code, and International Fire Code. The existing building structure, mechanical systems, parking, and interior elements remain unmodified. Detailed architectural drawings and a project manual with specifications are posted on Bonfire.

Proposals must include a statement of qualifications with relevant project experience, a list of proposed subcontractors with project history and cost breakdowns, a detailed construction schedule identifying earliest start date and completion milestones, and a minimum of three references. All submissions excluding the fee schedule are limited to ten pages including appendices. Bidders must provide a surety bid bond in AIA Document A310 form and performance and payment bonds in AIA Document A312 form, with bond costs included in the proposal. Contract award is structured as a stipulated sum agreement under AIA Document A101-2017.

Evaluation uses a 100-point weighting: completeness (automatic disqualification if incomplete), contractor's demonstrated ability (35 points), proposed timeline (10 points), roofing subcontractor qualifications (25 points), references (5 points), and cost (25 points). Cost points are allocated such that the lowest proposal receives full available points; proposals exceeding 200 percent of the lowest price receive no cost points. Notice to proceed is anticipated within fourteen days following bid opening. Questions submitted after the mandatory pre-submittal meeting must be directed through Bonfire, with answers provided via the same platform.
