The scope includes removal of approximately 100,000 to 160,000 gallons annually from Platte River Hatchery (15210 US-31, Beulah, MI 49617) and 60,000 gallons annually from Oden Hatchery (8258 S Ayr Rd., Alanson, MI 49706), with transport and land application to contractor-secured agricultural fields compliant with Michigan Department of Environment, Great Lakes, and Energy Fish Waste Exemption regulations. Work must be completed within one to two days at each location during normal hatchery business hours. The contractor must perform sampling and laboratory testing prior to removal, collect three sludge samples per truckload, identify approved disposal locations with GPS coordinates, and apply residuals via subsurface injection or immediate soil incorporation at agronomic rates. A dedicated Program Manager must be available during business hours (7:30 a.m. to 4:30 p.m. Monday–Friday minimum) and maintain backup equipment. Contractors must demonstrate prior experience handling similar volumes within one to three days. Liquidated damages of $1,000 plus $500 per day apply for late or improper completion.
The contract term runs from September 2, 2026 through September 1, 2031 (five years) with up to two additional one-year renewal periods at the State's discretion. Pricing must be submitted on a per-gallon basis in modifiable format (Word or Excel); pricing for Years Two through Five is negotiated annually by July 1st reflecting fuel costs, economic conditions, and material costs. Annual rate adjustments are firm for 365 days.
Insurance requirements include Commercial General Liability of $1 million per occurrence, Automobile Liability of $1 million per accident, and Employers Liability of $500,000 per accident.
