About this opportunity
The City of Dallas is soliciting bids to establish a sixty-month Indefinite Delivery/Indefinite Quantity (ID/IQ) master agreement for the purchase of plastic sewer couplings and lateral cleanouts for use throughout the municipal system. This procurement involves five distinct groups of products: Group 1 covers Dallas Specialty and Fernco brand plastic adapters ($40,000 estimated); Group 2 addresses Predco brand plastic tapping saddles ($20,000 estimated); Group 3 covers Dallas Specialty and AccuCast brand plastic cleanout castings and lids ($160,000 estimated); Group 4 includes Fernco and Dallas Specialty brand plastic sewer couplings and adapters ($100,000 estimated); and Group 5 provides percentage discount or markup options for unlisted items from specified brands ($30,000 estimated). Materials will be ordered on an as-needed basis throughout the contract term, with all products required to be newly manufactured, free from defects, and warranted against defects in workmanship, design, and materials for one year or the manufacturer's customary warranty period, whichever is greater. Bidders must have been established in the plumbing supplies business for a minimum of one year and must be authorized distributors of the products being bid. The City will award by group or by brand to responsive and responsible bidders demonstrating the most advantageous percentage discount or markup applied to manufacturer list prices. All electronic bids must be submitted through the City's procurement portal at https://dallascityhall.bonfirehub.com/login by February 6, 2026, with a $100 bid security requirement, and a $100 bid security (sealed bid bond, certified check, or cashier's check) is required. Pricing percentages must remain firm for the entire sixty-month contract term, and standard order delivery must occur within thirty business days of order receipt, with emergency orders requiring delivery within twenty-four hours.
The City of Dallas offers local preference to firms with principal places of business in Dallas and those hiring Dallas residents, allowing local firms' bids within five percent of the lowest bid for goods valued under $500,000 to be considered for award. Bidders must complete the Team Make-Up and Local Workforce Form (OPS-FRM-640) documenting team structure, subcontractor participation, and local workforce composition, though completion of the local workforce section is voluntary unless federal DBE or state HUB requirements apply. The solicitation documents do not identify any incumbent contractors or existing infrastructure requiring integration, though the contract is subject to all applicable federal, state, and local laws, including living wage requirements if the contract exceeds $50,000 for general services and non-discrimination provisions. The total estimated expenditure for the entire sixty-month contract period is $350,000, with payment to be made through Electronic Funds Transfer within net thirty days upon receipt of correct invoices reflecting delivered goods. The City reserves the right to reject any or all bids, award by line or group as most advantageous, and terminate the agreement with thirty days' written notice.
