Pricing is based on percentage discount or markup applied to manufacturer list prices, and this percentage shall remain firm for the entire sixty-month contract term, including all manufacturing, shipping, delivery, insurance, and freight costs. The City will honor only revised prices from the date the City receives updated manufacturer catalogs or price lists. The City offers local preference to firms with principal places of business in Dallas and those hiring Dallas residents, allowing local firms' bids within 5 percent of the lowest bid for goods valued under $500,000 to be considered for award. Payment terms are net thirty days upon receipt of correct invoices reflecting delivered goods. Delivery of standard orders must occur within thirty business days of order receipt, with emergency orders requiring delivery within twenty-four hours of notification. All products must be new, unused, and warranted against defects in workmanship, design, and materials for either the manufacturer's customary warranty period or one year, whichever is greater. The City reserves the right to reject any or all bids, award by line or group as most advantageous, and terminate the agreement with thirty days' written notice.
