About this opportunity
The City of Madison Engineering Division, in partnership with the Madison Metropolitan Sewerage District (MMSD), is issuing a Request for Proposals (RFP) for professional planning and design services for the Lake Forest Lift Station replacement project located at 2021 Dickson Place in Madison, Wisconsin. The procurement seeks comprehensive design services including site surveys, utility coordination, soil borings, asbestos investigations, permit applications, and detailed electrical and mechanical design work for a new lift station facility with anticipated construction costs between $1,600,000 and $2,000,000. Key deliverables include a preliminary report due by August 28, 2026, 90% preliminary plans and specifications by October 9, 2026, and final plans and specifications ready for advertisement by November 5, 2026, with construction anticipated to begin in spring/summer 2027. Qualified firms must demonstrate strong project approach and understanding, technical expertise in addressing key project issues, firm qualifications, and project team strength. Proposals will be evaluated based on project approach and understanding (15%), key technical issues (10%), firm qualifications (15%), project team strength (15%), cost proposal (40%), and local preference (5%). The proposal deadline is March 30, 2026 at 2:00 PM Central Time, with submissions sent to bids@cityofmadison.com. An optional site visit is scheduled for March 6, 2026 from 10:00 AM to 11:00 AM, and questions must be submitted by March 10, 2026. The City expects to select a design firm by April 8, 2026, with final contract approval anticipated within approximately two months thereafter.
There are no specific set-aside designations for disadvantaged enterprises mentioned in this procurement. However, the City grants local preference to vendors registered with a physical address in Dane County, which is weighted at 5% of the evaluation criteria. Contractors with 15 or more employees and $50,000 or more in annual contracts with the City must file an Affirmative Action Plan. The City has budgeted $175,000 for design services, with payment based on actual time and materials not to exceed the budgeted amount unless mutually agreed upon. Required insurance includes Commercial General Liability of $1,000,000 per occurrence, Business Automobile Liability of $1,000,000, Workers' Compensation as required by Wisconsin State law with Employers Liability limits of $100,000 each accident, and Professional Liability insurance of $1,000,000 maintained for six years after service acceptance. All work products, documents, reports, and data prepared under this contract become the sole property of the City, and the contract form is the standard City of Madison Contract for Purchase of Services with no exceptions to terms permitted.
