About this file

This is a Proposal Award Recommendation document from the City of Madison Finance Department's Purchasing Services division, issued in partnership with the Madison Metropolitan Sewerage District, recommending the award of planning and design services for the Lake Forest Lift Station replacement project. The City of Madison Engineering Department determined that the pumps and control equipment at the lift station located at 2021 Dickson Place require replacement. The project deliverables include a detailed design report, detailed plan drawings for construction, detailed specifications for bidding, miscellaneous services during bidding and construction phases (including design clarifications, pre-bid conference attendance, addenda preparation, submittal reviews, and shop drawing reviews), paper and electronic copies of all contract documents, a cost estimate for the final design, and permit applications as required. The RFP process received three proposals from AECOM Technical Services, Inc., Roth Professional Services, Inc., and Short Elliott Hendrickson Inc. (SEH). The evaluation panel conducted independent assessments based on pre-established criteria, followed by group discussion of qualitative and quantitative aspects. After an initial round of evaluations, the panel posed additional questions to AECOM and Roth, both of which provided answers satisfactory to the panel. Based on final scoring, Roth Professional Services was selected as the recommended awardee with a total score of 75.42 out of 100 points. The contract term is from the date of execution through May 1, 2028, with no renewal options.

The award amount is $105,875, representing the actual contract amount with no price adjustment terms included. Sufficient budget authority exists within the Lift Station Rehab program, with a current year commitment of $150,000 and $157,000 available in the current budget. The project is funded through GL Account 140083-54660 and Project Account 14626-83-173. No local vendor preference was applicable to this procurement, as none of the three proposers qualified for local preference status. In the scoring breakdown, Roth Professional Services scored 35.42 points on technical questions, 40.00 points on cost (the highest cost score among all proposers), and 0.00 points on local vendor preference, totaling 75.42 points. AECOM scored 68.89 points and SEH scored 70.56 points. The award recommendation was prepared by Jim Wolfe, Engineering Department leadership, on April 27, 2026, with signatures from Purchasing Representative Brian Pittelli and Purchasing Supervisor Mary Richards dated April 28, 2026. The City reserves the right to terminate any contract with no penalty if the Common Council fails to appropriate funds for continuation of the contract in any ensuing fiscal year.
