About this file

This is Addendum 1 to a Request for Proposals issued by the City of Madison Finance Department, Purchasing Services, in partnership with the Madison Metropolitan Sewerage District for professional planning and design services for the Lake Forest Lift Station replacement project. The project is located at 2021 Dickson Place in Madison, Wisconsin, and encompasses comprehensive design services including site surveys, utility coordination, soil borings, asbestos investigations, permit applications, and detailed electrical and mechanical design work. Key project deliverables include a preliminary report due by August 28, 2026, 90% preliminary plans and specifications by October 9, 2026, and final plans and specifications ready for advertisement by November 5, 2026. The addendum clarifies that construction is expected to go to bid by November 5, 2026, with construction anticipated to begin in spring/summer 2027. The original proposal deadline was March 30, 2026 at 2:00 PM Central Time, with an optional site visit scheduled for March 6, 2026, and questions required to be submitted by March 10, 2026. The City anticipated selecting a design firm by April 8, 2026.

The City of Madison has budgeted $175,000 for design services, with payment based on actual time and materials not to exceed the budgeted amount unless mutually agreed upon. The anticipated construction cost for the lift station facility is between $1,600,000 and $2,000,000. Proposals are evaluated based on project approach and understanding (15%), key technical issues (10%), firm qualifications (15%), project team strength (15%), cost proposal (40%), and local preference (5%). The City grants local preference to vendors with a physical address in Dane County. Contractors with 15 or more employees and $50,000 or more in annual contracts with the City must file an Affirmative Action Plan. Required insurance includes Commercial General Liability of $1,000,000 per occurrence, Business Automobile Liability of $1,000,000, Workers' Compensation as required by Wisconsin State law, and Professional Liability insurance of $1,000,000 maintained for six years after service acceptance. All work products, documents, and data prepared under the contract become the sole property of the City.
