About this opportunity

The City of Edgewater is requesting qualifications for Planning Consultant Services under RFQ issued pursuant to the Brooks Act (40 U.S.C. 1101–1104) and Florida's Consultants' Competitive Negotiation Act (F.S. 287.055), with qualifications due September 29, 2026 at 10:00 a.m. via the City's e-Procurement Portal (OpenGOv). Multiple firms will be awarded continuing services agreements; compensation is determined through a separate negotiation process after qualifications evaluation, and no pricing information should be submitted with qualifications per Florida Statute 287.055(4)(b).

The scope includes economic development support, intergovernmental coordination, comprehensive planning and Evaluation and Appraisal Reports (EAR), code development, land use and zoning compatibility analysis, transportation impact analysis, day-to-day planning and zoning support, and development application reviews. Work will be authorized through written Task Assignments with negotiated scopes and hourly rates. The City does not specify minimum guaranteed work volumes or total contract values, as the Continuing Services Agreement itself commits the City to no minimum order.

The initial contract term is three years with two optional one-year renewal terms. The City of Edgewater serves approximately 24,000 residents across 25 square miles in Volusia County. Any work funded through federal sources may be subject to Davis-Bacon Act provisions, Equal Employment Opportunity standards, and Build America, Buy America Act domestic preference requirements where applicable.

Evaluation occurs in two phases: Phase 1 (October 6) uses point-based scoring across four criteria (proposer qualifications, experience with similar projects, ability to meet schedule and workload demands, and responsiveness and regional presence), each weighted at 25 points for 100 total points. Phase 2 (October 16) consists of pass-fail discussions with at least three shortlisted firms. A notice of recommendation is scheduled for October 20, with City Council selection on November 9. The contract becomes effective upon City Council approval and execution by all required parties.

Required insurance includes Workers' Compensation at statutory limits, Commercial General Liability of $1,000,000 per occurrence / $2,000,000 aggregate, Automobile Liability of $1,000,000, and Errors and Omissions / Professional Liability of $1,000,000 per claim. Questions are due September 15, 2026.
