About this opportunity

Montgomery County, Pennsylvania is issuing Request for Proposal (RFP) 26-16 to procure comprehensive planning and design services for a proposed Recycling Drop-Off Center. The consulting firm selected will be responsible for developing detailed planning services including analysis of projected participation rates and material streams, conceptual site and building design with sizing requirements, preliminary sketches for visualization, DEP permitting scenarios, detailed capital and operational budgets including staffing costs, identification of potential revenue streams, and a project value proposition analysis. The facility will serve Montgomery County residents by accepting standard curbside recyclables (cardboard, paper, plastic, glass, and metal packaging), electronic waste, scrap metal, textiles, organic yard and food waste, and household hazardous waste such as paint, oil, gasoline, lawn chemicals, and batteries year-round. Successful proposers must demonstrate relevant credentials and experience with recycling and household hazardous waste projects, provide a detailed approach to achieving project objectives, and supply references for similar consulting projects. The County is currently evaluating two site options and requests contractor recommendations on site selection based on consulting expertise. Proposals must be submitted as separate Technical and Cost Proposals through the Bonfire (Euna) portal by April 17, 2026, with vendor questions due at least seven days prior to the deadline. The contract duration will not exceed six months commencing on a date to be determined.

The RFP does not specify mandatory set-asides for disadvantaged enterprises, though proposers may optionally highlight minority-owned, woman-owned, or Pennsylvania-based certifications to strengthen their qualifications. All respondents must comply with Montgomery County's standard procurement requirements, including submission of mandatory certifications and representations such as Public Disclosure Statements, Certification and Representations of Offerors forms, Conflict of Interest certifications, and Local, Small, and Diverse Business Concern Certifications, with failure to submit these forms potentially resulting in proposal rejection as non-responsive. Respondents must also comply with federal grant addendum requirements if the contract is funded in whole or in part by federal grant monies, including Davis-Bacon wage standards, nondiscrimination provisions, drug-free workplace requirements, and records retention obligations. The maximum contract budget is $93,750, with all costs and pricing incorporated through the Contractor's Bid/Cost Submittal. The facility will not replace existing municipal curbside collection systems, will not function as a Material Recovery Facility, and will not accept materials from commercial or industrial sources. Award will be made to the most advantageous proposal considering all evaluation factors as determined by Montgomery County Commissioners.

Opportunity text

Montgomery County residents have long expressed interest in establishing a dedicated recycling drop-off center to improve accessibility and expand recycling opportunities. Such a facility would streamline the recycling process, enhance convenience, and reduce waste. The center would accept standard curbside materials-including cardboard, paper, plastic, glass, and metal packaging-and serve as a supplemental option for instances of high-volume recycling, such as after a move or a gathering. In addition, the facility would accommodate electronic waste (e.g., televisions and computers), scrap metal, textiles, and potentially organic yard and food waste. Household hazardous waste (HHW), such as paint, oil, gasoline, lawn chemicals, and batteries-currently collected only during limited one-day events from April through November-would be accepted year-round. By consolidating these services, the Recycling Drop-Off Center would provide residents with a convenient, single location to responsibly recycle a wide range of materials.
