About this file
This is a Request for Proposal (RFP) issued by the Montgomery County, Pennsylvania Planning Commission seeking a qualified consulting firm to develop comprehensive planning and design services for a proposed Recycling Drop-Off Center. The facility will serve Montgomery County residents by accepting standard curbside recyclables (cardboard, paper, plastic, glass, and metal packaging), electronic waste, scrap metal, textiles, organic yard and food waste, and household hazardous waste (HHW) such as paint, oil, gasoline, lawn chemicals, and batteries on a year-round basis. The consulting firm will be responsible for analyzing projected participation rates and material streams, providing conceptual site and building design with sizing requirements, developing preliminary sketches for visualization, presenting DEP permitting scenarios, preparing detailed capital and operational budgets including staffing costs, identifying potential revenue streams, and conducting a project value proposition analysis. The County is currently exploring two site options and requests recommendations on site selection based on the contractor's expertise. The contract duration will not exceed six months, commencing on a date to be determined.
Proposals must be submitted as separate Technical and Cost Proposals through the Bonfire (Euna) portal and should include company information, relevant credentials and experience with recycling and household hazardous waste projects, a detailed approach to achieving project objectives, and references for similar consulting projects. The maximum contract budget is $93,750. The RFP does not specify set-asides for disadvantaged enterprises, though proposers may optionally highlight minority-owned, woman-owned, or Pennsylvania-based certifications. The facility will not replace existing municipal curbside collection systems, will not function as a Material Recovery Facility, and will not accept materials from commercial or industrial sources. All vendor questions must be submitted through the Bonfire portal.

Montgomery County, PA Planning Commission
Request for Proposal (RFP): 26-16 Recycling Center
1. Introduction & Background Montgomery County residents have long expressed interest in establishing a dedicated recycling drop-off center to improve accessibility and expand recycling opportunities. Such a facility would streamline the recycling process, enhance convenience, and reduce waste.
The center would accept standard curbside materials—including cardboard, paper, plastic, glass, and metal packaging—and serve as a supplemental option for instances of high-volume recycling, such as after a move or a gathering. In addition, the facility would accommodate electronic waste (e.g., televisions and computers), scrap metal, textiles, and potentially organic yard and food waste. Household hazardous waste (HHW), such as paint, oil, gasoline, lawn chemicals, and batteries—currently collected only during limited one-day events from April through November—would be accepted year-round. By consolidating these services, the Recycling Drop-Off Center would provide residents with a convenient, single location to responsibly recycle a wide range of materials.
2. Project Objectives
The County seeks a qualified consulting firm to develop:
- Conceptual site design and building floorplan
- Preliminary sketches illustrating layout and aesthetics
- Estimated construction and operational budgets
- Analysis of anticipated resident participation rate and material recovery rates, including HHW, electronic waste, and other recyclables
- Evaluation of organic (food and yard) waste recycling options (e.g., composting, anaerobic digestion)
- Recommendations for facility configuration, parcel suitability, and compliance with building/fire codes
- Design considerations for:
- Resident vehicles and shipping truck access and loading docks
- Storage and processing areas
