About this opportunity

The City of Detroit is requesting quotations for planned residential removal and replacement of fill material across 20 properties in Group 9.14.2026 A, with bids due October 1, 2026. Performance and payment bonds are required for all bids.

Respondents must be pre-qualified suppliers under the Detroit Demolition Program's Request for Qualifications #1 for Planned Residential demolition work and must comply with the CDD Abatement and Demolition Contractor Discipline Policy effective May 12, 2025. All backfill material must be sourced from Category 2 approved sources on the City of Detroit Backfill platform. The City will disqualify vendors subject to disciplinary action as of the RFQ due date or those with assigned sites where fill removal has not commenced within required timeframes.

The scope encompasses excavation and loadout of contaminated fill material, non-hazardous debris disposal, backfill operations, grading, site finalization, and sidewalk flag replacement across properties ranging from approximately 2,684 to 5,053 square feet in Detroit zip codes 48203, 48205, 48223, 48224, 48234, and 48238. Surveyed fill quantities range from 35 to 493 tons per site. Respondents must submit completed bids in Excel format with pricing for seven line items: mobilization fees for excavation, per-ton rates for non-hazardous disposal, mobilization fees for backfill, per-ton rates for below-12-inch backfill and topfill materials, per-flag sidewalk replacement costs, and site finalization fees. All unit rates must include personnel, materials, transportation, administrative costs, overhead, and profit. Actual compensation will be based on unit rates applied to actual quantities removed or replaced, not estimated totals. Site visits are required to assess current conditions prior to bid submission. An Owner's representative must be present on-site for services outlined in the Scope of Services. Contractors must comply with Davis-Bacon Act prevailing wage requirements and maintain workers' compensation insurance at Michigan statutory minimums, employers' liability at $500,000 per occurrence, commercial general liability at $1,000,000 per occurrence with $2,000,000 aggregate, and automobile liability at $1,000,000 combined single limit.
