About this file

This is a price sheet and bidding document for the City of Detroit's Construction and Demolition Program for Fill Removal and Replacement services across Group 9.14.2026 A, comprising 20 residential properties owned by the Detroit Land Bank Authority (DLBA). The project involves excavation and loadout of contaminated fill material, disposal of non-hazardous debris, backfill operations, grading, site finalization, and sidewalk flag replacement. Respondents must submit completed bids in Excel format (.xlsx) with pricing for seven specific line items: mobilization fees for excavation, per-ton rates for non-hazardous disposal, mobilization fees for backfill, per-ton rates for below-12-inch backfill and topfill materials, per-flag sidewalk replacement costs, and site finalization fees. All yellow-highlighted cells in the price sheet must be completed; blank fields will render the bid non-responsive. Properties range from approximately 2,684 to 5,053 square feet, with surveyed fill quantities ranging from 35 to 493 tons across the 20 sites located in Detroit zip codes 48203, 48205, 48223, 48224, 48234, and 48238.

Respondents must enter bid quantities for each hazardous or regulated material identified in the most current materials report for each site and select from a dropdown menu any reasons why bid quantities differ from survey quantities, including dumped material, inaccessibility, or material no longer present. Unit rates must include all personnel, materials, transportation, administrative costs, overhead, and profit. The City reserves the right to assign work in whole or in part to different vendors and to request clarification on any costs at any time. If subcontractors are utilized, detailed quotes with cost breakdowns must be submitted. Bonds are required for this bid. Actual compensation will be based on unit rates applied to actual quantities of material removed or replaced, not on estimated total amounts shown in Column P, which are for evaluation purposes only. The City retains sole discretion to reject incomplete documents, request additional information or documentation, and waive immaterial irregularities at its discretion.

Tab 1. Instructions_Notes

Please read these instructions and notes in their entirety before completing Tab 2. Interested vendors must submit any questions related to a specific site before the deadline stipulated by the City.

The Respondent must submit this document in Excel (.xlsx) format.

Instructions

Respondents must complete every cell highlighted in yellow. If a particular service is not required for a given site, the Respondent must submit $0.00 in the cell. Respondents may not use a blank cost field as a substitute for a zero-dollar ($0.00) input. Respondents must enter a value for each of the following columns unless otherwise specified:
Tab 2.
1. Fee per mobilization for excavation (Section IV. of the Scope of Services)
2. Fee per ton for Non-Haz Disposal: Fill Material & Other Debris (Section IV. of the Scope of Services)
3. Fee per mobilization for backfill (Section V. of the Scope of Services)
4. Fee per ton for below 12" backfill (Section V. of the Scope of Services)
5. Fee per ton for topfill (Section V. of the Scope of Services)
6. Fee per sidewalk flag replaced (Section VI.A of the Scope of Services)
7. Fee for Site Finalization (Section VI.C of the Scope of Services)

If a respondent fails to submit a price, the City will consider the submittal as non-responsive and determine that the vendor is ineligible for award.

1-Per occurence defined as when heavy equipment is mobilized only. Contractors are only eligible for one occurrence per property, unless otherwise directed by the City.

2-Unit rate includes all personnel, material, transportation to/from the assigned site(s), adminstrative costs and overhead and profit.

3-City reserves to right to assign this work in whole, or in part, and the City reserves the right to assign different aspects of the scope of services to another vendor(s).

4-All units provided in the Fee Schedule are estimates, the actual quantity of material that needs to be removed and replaced may vary.

5- The total amounts in Column P, including the Grand Total, will be used for evaluation purpose only. The successful vendor will only be compensated for actual amounts of material removed and/or replaced using the unit rates.

Tab 2.
Under the BID QUANTITIES, the Respondent must enter the "Material Description" and the "Survey Quantity" (including unit of measure, i.e. square feet or linear feet) exactly as it's listed in the most current version of the hazardous/regulated materials report the site. The Respondent must list every hazardous/regulated material identified in the most current report for the site. Where the Respondent lists a material from the report, the Respondent must provide a "Bid Quantity". If a Respondent does not expect to abate/remove any of that material, the Respondent must enter "0". A blank "Bid Quantity" cell for a listed material is an unacceptable response and may result in the rejection of the submittal.

Column J: the Respondent must select from the dropdown list one of the following reasons for why your bid quantity differs from the survey quantity:

1. Dumped Material

2. Inaccessible

3. Material is no longer present

4. Other

Notes

2. Request clarification on any required form or document at any time. This includes, but is not limited to, clarification of any cost for any site included in this QQ. The respondent must respond to any request for clarification within the time frame stipulated by the City.
3. Request additional information or documentation on any service(s)
4. Waive any reasonable, immaterial irregularity or deficiency

Where required on a given residential site, the City will only approve more than one (1) mobilization for post-abatement air monitoring in very rare and unique circumstances.

If the Respondent will utilize a sub-contractor to perform any aspect of these services, the Respondent must submit a copy of the sub-contractor quote with this document. The sub-contractor quote must contain information and a detailed cost breakdown on the specific services they will provide.
